Confederation of Workers Unions "Hak-İş" Chairman Mahmut Arslan, who made a speech at the General Assembly of the "Hizmet-İş" affiliated to "Hak-İş" Branch No. 2, called for the Public Framework Protocol, and stated that the pressure on the members of the Supreme Arbitration Board should be lifted.
 
Arslan stated that they signed a protocol with Vedat Bilgin, the former Minister of Labor and Social Security, for the implementation of the Public Framework Protocol in municipalities, but the work was left unfinished due to Bilgin's termination.
 
"Today, our Supreme Arbitration Board is under pressure to change the public framework protocol decisions. We resist it. In the High Board of Arbitration, it was decided in principle that the Public Framework Protocol would be taken as a basis in the resolution of disputes brought to the board, and we were extremely happy. With this decision, it was announced that if the contracts that were not signed in the municipalities go to the Supreme Arbitration Board, what kind of figure would be encountered there. Unfortunately, there is a new picture in the High Board of Arbitration carried out by some circles against labor and workers. I warn those referee members; Please do not back down from here. We want the Public Framework Protocol to be implemented in municipalities as well. We are fighting this fight," Arslan said.
 

“THE SOLUTION MUST NOT BE THE MINIMUM WAGE”

 
Arslan criticized the mayors who did not want to implement the contracts issued by the Supreme Arbitration Board.
 
"Some of our municipalities' contracts come out of the Supreme Arbitration Board, but all hell breaks loose. They say, 'How can the Supreme Arbitration Board give these numbers, we cannot pay these numbers'. They say let's come to an agreement at the table, but they do not give more than the minimum wage at the table. This should not be the solution to problems," Arslan added.
 

CALL FOR REGULATION

 
Arslan stated that there is a need for a law regulation to give the 52-day additional payment to be given to the municipal company workers.
 
"We need a law regulation where 6772 will also apply to municipal companies. In fact, the law is clear, but the Supreme Court decisions unfortunately make such a regulation mandatory. Except for a few legal regulations, all of these workers are permanent workers. They are friends who are placed in the permanent staff of the companies of the municipality. But someone is trying to use politics for their own interests. All the rights of our friends working in municipal companies are legally within the scope of the labor law. Creating a new debate here would do great harm to the labor movement," he said.
