The regulation, which healthcare professionals have been eagerly waiting for, was presented to the Presidency of the Turkish Grand National Assembly (TBMM). There are 14 articles in the bill submitted with the signature of Justice and Development Party (AKP) deputies. It is expected that the bill on the regulation of the personal rights of health workers will be discussed and accepted in the General Assembly of the Turkish Grand National Assembly, after being discussed in the commission. The bill envisages opening a ‘specialization’ path to family physicians. With the regulation, which envisages improvements in the financial rights of doctors, specialists and other health personnel, it is aimed to ensure that the personnel of the Ministry of Health receive additional payments from the central government budget. While determining the amount of additional payment that can be distributed to the personnel with the law proposal, it is envisaged that more additional payments can be made to the personnel based on the total income and cash facilities of the Ministry of Health, instead of the individual accruals or incomes of the health institutions and organizations.
IMPROVEMENT IS EXPECTED IN PENSIONS
While it is aimed to distribute the additional payment in a more balanced way which will cover all health facilities, it is envisaged that the payments made to all physicians, including assistants working in the health facilities of the ministry, will be included in the same coverage for those who are in the ministry staff and do specialization training at universities on behalf of the ministry. It is aimed to meet the fixed additional payments of the personnel working in university hospitals and the Forensic Medicine Institute from the central government budget and to increase the additional payment ceilings. The proposal also envisages an improvement in the pensions of physicians, specialists, dentists and specialist dentists by increasing the indicator figures specified in the relevant article of the Pension Fund Law.
