4/Bs will become staff, but uncertainties continue

It was announced that those who work on a contract within the scope of 4/B will be transferred to the staff "without working time condition".

Ümit Demirel, Chairman of the All Education Employees Union (TEÇ SEN), drew attention to the uncertainties regarding the process and noted that the uncertainty of the cadres of the employees to be appointed continues, and called for the appointments to be determined according to the education level if new cadres will be opened. 
 
Regarding the contracted public employees, it was announced that the employees working within the scope of 4/B would be recruited unconditionally. Making a statement on the subject, Ümit Demirel, Chairman of the All Education Employees Union (TEÇ-SEN), stated that the uncertainty about which positions the personnel will be assigned to continues, and emphasized that the uncertainty should be eliminated as soon as possible and the personnel should be prevented from being uneasy. Demirel, who called for the appointments to be made depending on the education level, in case the cadres that the 4/B employees will be transferred to are new cadres that are not within the institutions. He emphasized that those who have high school and higher education should be transferred to civil servants staff. 
 

A COMPREHENSIVE ARRANGEMENT MUST BE MADE AGAINST VICTIMIZATION 

 
Stating that the issue of staffing the personnel within the scope of 4/B in the law will come into effect after it is enacted in the Turkish Grand National Assembly, Demirel stated that some issues should not be ignored while the law is being drafted, and said, “It should be specifically stated which law the staff members will be subject to in their retirement proceedings, as of 01.10.2008 for those who work as insurance holders subject to Law No. 506 or as associates subject to Law No. 5434, they must be subject to these laws in the calculation of pension deductions and provisions, and pensions and bonuses. In other words, the periods spent before 01.10.2008, whether as insured or as a contributor to the pension fund, should be taken as a basis in the calculation of pensions and bonuses. While working on a 4/B contract, the personnel to be included in the staff will not experience any grievances. A regulation needs to be made.”
