Voters will be able to vote with a picture and official identification document bearing their citizenship number; It will not be allowed to enter the voting place with video recorders or communication devices such as mobile phones, cameras or film cameras.
Voters will cast their votes in 5 steps for the second round of the Presidential Election to be held on Sunday, May 28, 2023.
Representative voting booths for the voting process were set up in the Supreme Election Council (YSK) Presidency building.
Accordingly, on May 28, voters will vote only in the ballot boxes where they are registered, at the place and ballot box written on the voter information sheet sent to the address.
1- CITIZENS CAN LEARN FROM THE INTERNET
Citizens will learn where and in which ballot box they will vote first.
Those who have not received the voter information sheet containing this information will be able to learn the place to vote and the ballot box number from the YSK website, the e-Government portal or the Voter Inquiry mobile application. It will not be mandatory to bring the voter information sheet.
Voting hours will be applied as 08.00-17.00 throughout the country. If there are voters waiting at the ballot box to cast their votes even though the voting deadline has come, the chairman of the ballot box committee will allow them to cast their votes in turn after counting the voters and getting their IDs.
Voters arriving after 17:00 will not be able to vote.
2- CITIZENS MUST HAVE IDENTIFICATION
Voters per ballot box, identity card bearing the identity number of the Republic of Turkey, cold-stamped identity card issued by official offices, passport, marriage certificate, military service certificate, driver's license, professional identity card given to judges and prosecutors and members of the high judicial body, lawyers, notary publics and military personnel. He will hand over to the president one of the official documents, such as an identity card, that "reveals his identity without hesitation". The voter will say the sequence number. Voters who do not submit one of these documents will not be able to vote.
3- THE CABIN WILL NOT BE ACCESSED WITH A MOBILE PHONE
It will be forbidden to enter the voting place with video recorders or communication devices such as mobile phones, cameras or film cameras. Such devices will have to be left to the ballot box committee to be returned after the voting process is over.
4- NO MARKING WILL BE PUT ON THE VOTING BALL EXCEPT THE SEAL
Voters will vote by pressing the "PREFERENCE" or "YES" seal without overflowing the section reserved for the presidential candidate they prefer on the combined ballot papers.
In order for the vote to be considered valid, no sign or mark should be placed on any part of the ballot papers, except for the "PREFERENCE" or "YES" seal. Nothing except the ballot paper will be put in the envelope.
Voters who think they voted wrong and want a new ballot will not be given a new ballot.
Voters will be given a ballot paper with the pictures and names of the presidential candidates Recep Tayyip Erdoğan and Kemal Kılıçdaroğlu on May 28.
After the choice is made, the compass will be put in the envelope and put in the ballot box.
5- CITIZENS WILL SIGN AFTER VOTING
After the voter puts the envelope in the ballot box, he/she will sign the place where his/her name is on the ballot voters list.
DUTIES OF BALLOT BOX COMMITTEE
On the other hand, on the morning of the election, the ballot box committee, consisting of the chairman of the ballot box committee, civil servants and the representatives of the 5 political parties that received the most votes in the last election, will meet at the polling place at 07:00.
The ballot box committee will first read the oath and the ballot box will be sealed by the president.
Then, the voting envelopes will be counted, the packages containing the ballot papers will be opened, and the backs of the envelopes and ballot papers will be sealed. Preparations will be completed at 07.00-08.00, the voting process will start at 08:00 and will last until 17:00.
If there are people waiting in line as of 17.00, these people will be counted by the chairman of the ballot box committee and they will be able to vote.
The ballot box committee officer will find the name of the voter in the ballot box voter list by taking the identity of the voter, and after performing the checks, he will give the Presidential Election combined ballot paper, envelope and seal and ask him to vote in the cabin.
The Chairman of the ballot box committee will warn the voters not to put any other material in the envelope, not to put a sign on the ballots and the envelope, and to indicate that no second ballot paper will be given so that the vote will not be considered invalid.
DISABLED CAN VOTE WITH THE TEMPLATE
Visually impaired voters will be able to cast their votes with the template prepared by the YSK in accordance with their ballot papers.
If they demand, they will be able to cast their votes by placing the ballot paper on the template with the help of the ballot box chairman, one of his relatives, or any other voter if he has no relatives.
The disabled, the paralyzed or those with obvious physical disabilities will be able to vote with the help of one of their relatives, who is the elector of that constituency and who is around the ballot box at that time, or, if there is no relative, any other voter.
A voter cannot help more than one disabled person.
The chairman or members of the ballot box committee will not be able to enter the voting booth in order to help the disabled voters, and will not be able to help while voting.
After the ballot boxes are closed, the vote counting will begin. After the results are recorded in the minutes, two political party members will be determined by lot by the ballot box committee chairman and the votes will be sent to the district election board.
