With the report "Research on the Problems of Woman Public Officials, Findings and Suggestions" by the "Memur-Sen" labour union Women's Commission, attention was drawn to the problems of female public servants.
Sıddıka Aydın, Head of Memur-Sen Women's Commission, stated that they closely follow the problems of women public employees, and drew attention to the fact that the UN Sustainable Development Goals and Eleventh Development Plan targets were taken into account in the report.
Stating that there are many main items for female civil servants to achieve a sustainable working environment and conditions in working life, Aydın stated that they included both problems and solutions in the report they prepared.
Aydın stated that 4,529 female public employees participated in the research.
"Of the 4,529 female civil servants who participated in the survey, 82 percent stated that they had various problems in their working life. We believe that this report will play a very important role in the production and implementation of policies that will improve the work and family life balance of all public officials, especially women, and in solving existing problems and taking measures to prevent further deterioration of women civil servants," she said.
"WITH CONTRACTUAL EMPLOYMENT, BOTH SOCIETY AND FAMILY STRUCTURE ARE SHAKED"
Pointing out that one of the most prioritized problems is contract employment, Aydın stated that contract employment should be abolished.
"In this type of employment, the coexistence of the spouses, which is the most important element of family integrity, cannot be ensured, and both the society and the family structure are shaken to the foundation. The fact that the contracted personnel is constantly forced to choose between their spouse and their job causes their individual unhappiness to turn into social unrest exponentially. The main type of employment in the public sector should be permanent, family unity, especially female public servants, should not be shaken by contracts of temporary, indefinite, administrative service and similar nature," she added.
“DIFFERENT FUNCTIONS BETWEEN INSTITUTIONS SHOULD BE AVOIDED”
Drawing attention to the need to improve the harmonization efforts between work and family life, Aydın stated that the necessary care periods should be given for the healthy growth of the children of female civil servants.
"While developing policies that harmonize work and family life, the service line variable and the work dynamics specific to these service lines should be taken into account. As a matter of fact, in our research findings, it is seen that the policies needed to ensure the harmony of work and family life differ according to the service branches. The employee's request should be taken as basis at the point of use of milk leave and similar permits, and at the same time, the provisions of the legislation should be fully implemented, situations that will be left to the initiative of the manager or that will create a dilemma in the use of rights in a way that will lead to different forms of application in institutions should not be allowed," Aydın added.
“MOBBING SHOULD BE PROVIDED”
Underlining that one of the biggest problems encountered is mobbing, Aydın said, "Considering that mobbing is a type of violence that violates human rights, awareness trainings should be given to raise awareness about mobbing, and 'mobbing units' should be established to determine both managerial attitudes and mobbing acts encountered in the working environment. Denunciations and complaints coming to the 'Hello 170' line should be investigated effectively, and the sanctions specified in the relevant legislation should be applied in a one-fold increment to prevent mobbing against those who have committed the mobbing act."
