"The powers of the rectors should be limited"

A symposium titled "Higher Education from the Past to the Future" was held in the light of the TÜBA 2020 Turkey Science Report, organized by ÖĞ-DER at Ankara Başkent Teacher's House.

After the symposium in which the main problems of higher education were discussed, it announced the final declaration.
 
In the light of the TÜBA 2020 Turkey Science Report, the symposium organized under the title of Higher Education from the Past to the Future was held with the participation of people who have held academic positions such as Council of Higher Education (YÖK) Presidency, Student Selection and Placement Center (ÖSYM) vice president, rector, dean and institute director, and respected scientists in their fields, while 'basic and current problems of Turkish higher education' were discussed. The result statement has been published.
 
At the symposium held by ÖĞ-DER, the problems of higher education were expressed by authorized persons in the field. The final declaration of the symposium was published by ÖĞ-DER. In the declaration, it was emphasized that the negativities against the autonomy of universities should be eliminated, and it was emphasized that legal regulations should be introduced. It was noted that academic freedoms should be guaranteed at the highest level. It was underlined that the duties of YÖK should be limited and the duties of YÖK should be limited to a planning and supervision that determines the standards of universities.
 

THE INSTITUTIONS THAT VALUE THE MOST FOR MERIT AND COMPETENCE SHOULD BE UNIVERSITIES

 
While the declaration calls for the institutions that give the highest value to merit and competence in recruiting staff at universities, "By determining rational criteria both in the allocation of academic staff and in the assignments to administrative duties; It should be prevented that people who do not have competencies are employed in universities and come to administrative positions. Arrangements should be made to enable academic boards to take a more active role in the management processes. An administrative model and understanding based on pluralism and participation, in which the balance of authority-responsibility-accountability is well established, should be put into practice urgently," it was stated.
 

LIMITATIONS MUST BE IMPLEMENTED ON OPENING UNIVERSITY

 
Emphasizing the need to impose restrictions on universities opening to the whole of Turkey, the following statements were made:
 
"A more dynamic and respected academic structure should be established by merging some existing universities, and measures should be taken to increase the foreign language competence of faculty members; A strategy should be developed for academicians to have a second foreign language competence."
 

COURSE LOAD OF ACADEMICIANS MUST BE REDUCED

 
In the final declaration published, it was pointed out that the personnel rights given to the academicians were quite low, and it was emphasized that the low level of personnel rights negatively affected the academic studies. It was pointed out that the course load on academics is 10 times higher than in many countries, and it was stated that this situation reduces academic efficiency.
 

EDUCATIONAL PROGRAMS HAVE TO BE REDESIGNED

 
In the declaration emphasizing that the education programs implemented in universities should be redesigned in accordance with the needs of the society and the individual, focused on employment, "In areas with low employment opportunities, quotas should be made very limited, so that a small number of students should be trained more qualified, and these areas should be collected at specific universities regionally to prevent the waste of faculty members and resources," it was added.
