The Chairman of Saadet Party(SP) Temel Karamollaoğlu has explained his party's views on the ongoing constitutional change. Underlining that they do this with a historical responsibility and consciousness, Karamollaoğlu underlined that some basic principles he expressed should be respected.

Karamollaoğlu said, "We are as Saadet Party, we believe that any initiative that will contribute to the stability, strengthen and unity of the country is important to us." For this purpose, Karamollaoğlu said that they are exchanging views with expert academicians, NGOs, opinion leaders, research institutions, lawyers and politicians.

Chairman Temel Karamollaoğlu explainig the "conditions" one by one about the constitutional change said: "We sincerely say these findings and suggestions as a fraternal duty. We have no intention, no expectation. We share the truths that we believe with all our people as a historical responsibility."

WE ARE NOT AGAINST IT BUT...

Karamollaoğlu, speaking about the agenda said: "From the very beginning we have expressed that we are not against a presidential system that will provide peace in our country. On the contrary, we have repeatedly said that the Milli Görüş is the political movement that made the first proposal on the Presidency system in Turkey. However, there are some elements that we see as 'indispensable conditions' in these changes."

HERE ARE THE INDISPENSABLE CONDITIONS OF KARAMOLLAOGLU

FORCE SEPARATION PRINCIPLE IS A MUST

"Force separation principle is imperative. The harmony and balance between 'legislative-executive and judiciary' should be arranged in such a way that one does not allow any domination or tutelage on the other.

A STRONG PARLIAMENT IS A  MUST

Stability is one of the most important advantages in the Presidency System where the enthusiasm is gathered in one hand. There will be a strong opportunity for action as there will be no worries about not being able to establish the government. However, the presence of a powerful Parliament in line with a strong executive body is also a must.

SELECTION THRESHOLD MUST BE LIFTED

For a strong Parliament, the electoral thresholds in the 'Political Parties Act' must be abolished entirely. Thus, the TGNA will become a 'national willpower' in the real sense that all segments of the society are represented.

ONLY THE ASSEMBLY CAN ABOLISH ITSELF

Particularly, the National Assembly should be kept away from any arrangements that would allow for the cancellation of the will except its own will. Because such a power suffers the credibility of the Assembly.

IMPORTANT MINISTRIES MUST BE PRESENTED TO PARLIAMENT FOR APPROVAL

In addition, the submission of the names to be assigned to some important and strategic ministries such as National Defense, Justice and Home Affairs to the approval of the Grand National Assembly will give the Government respect not only in the Grand National Assembly but also in the nation.

THE RIGHT OF INTERPELLATION OF THE MPs MUST BE PROTECTED

For ministers who are accused of crime, the existence of an investigation and account inquiry mechanism like 'the right of interpellation' should be seen as a sense of control on behalf of the nation.

PRESİDENT PARTY-LINKED IS CONTRARY TO THE PRINCIPLE OF NEUTRALITY

With the new arrangement, the 'President party-linked', which is on the agenda, has caused a public concern. Indeed, the fact that the President does not interfere with his party will be perceived as a deficiency in the embrace of the whole society, which will not overshadow the principle of 'impartiality' and 'equality' which is the supreme ruling of the Constitution.

JUDICIAL INDEPENDENCE IS A MUST

One of the most important elements to be meticulously focused on the proposal of the new constitution is Independence of the Judiciary. The judiciary should be organized so that neither the Legislature nor the Executive will be affected. Judicial independence is a fact that proves peace in the country and an indispensable feature for the establishment of the brotherhood.
