While there are 35,000 victim academicians with the 50/D problem experienced in the academy, the most comprehensive report on the subject was published with the title "Insecure profession, uncertain future: 50/D" prepared by Educators Union Syndicate (Eğitim-Bir-Sen).
While the precarious profession was published with the title of 50/D, uncertain future, the report included solutions and suggestions for 50/D grievances.
Assignment issues come up frequently in many areas. Now, research assistants who are faced with unemployment within the scope of 50/D are on the agenda. Research assistants, whose number is around 40,000 and who work as a permanent staff at the university after their undergraduate education and do both their master's and doctorate degrees, are faced with being unemployed after completing their doctoral education due to the phrase "no job guarantee" in the law.
ONE OF THE TWO ITEMS IS GUARANTEED AND THE OTHER IS NOT
Two articles regulate the employment process of research assistants in the law. One of these items is item d of article 50, and the other item is item a of article 33. While Article 50/D of Law No. 2547 states that "graduate students can benefit from the scholarships that may be allocated to them, they can also be appointed to the research assistant staff for one year at a time", 50/D has the condition of being a student for research assistantship. But there is no job guarantee. In Article 33/A of the same law, a job guarantee is given to the research assistant.
In the report, it was underlined that research assistants are more inclined to go abroad due to their free working and better personal rights, and it was emphasized that 91.8 percent of research assistants working within the scope of 50/D struggle with anxiety about the future. In the report, which stated that research assistants with 50/D also faced mobbing in their institutions, it was stated that "44,7 percent of research assistants stated that they were faced with mobbing."
"THERE IS NO PLAN AND PROGRAM FOR ACADEMIC CAREER"
Bursa Uludağ University Faculty of Education, Educational Sciences Lecturer Prof. Dr. Selahattin Turan, who made evaluations to our newspaper about the academic staff in Turkey, underlined that the main problem in Turkey is lack of planning and programming.
"50/D is not the only problem in Turkey regarding academic careers, we do not have a plan and program for the training of academic staff. On the other hand, lack of planning paves the way for problems such as favoritism and opening a personalized purchase advertisement. Many academics were recruited for training within the scope of 50/D, but when it comes to recruiting, these people are left open by saying that there is no staff. This is entirely due to unplanned and unscheduled progress. It is necessary to find solutions to the staffing problems of the academicians trained within the scope of 50/D, and to recruit the best academics through open and clear recruitment advertisements," Turan said.
ACADEMICIANS GAP IN OUR COUNTRY IS HIGH COMPARED TO EU COUNTRIES
Research Assistants Solidarity Platform (AGDAP) Founder Res. See. Muhammet Kotan stated that the deficit of academicians in our country is statistically revealed when compared on the basis of countries,
"According to 2018 EuroStat data, while the number of students per academician in our country is approximately 25, this figure is far behind when compared to the countries included in the European Union. If we reconcile this issue with the high number of universities, while the number of students per academician is 16.2 in France, where the number of universities is approximately 5 times higher than in Turkey, this figure is 12.3 in Spain, where the number of universities is 7 times higher. it crashes. As it can be understood from here, the deficit of academicians in our country is quite high when compared to other countries. In the current period, while the shortage of academicians is on the agenda, it is completely against the conscience of the society to condemn 50/D permanent research assistants to post-doctoral unemployment. Leaving 50/D permanent research assistants, who are potential doctor, lecturer, associate professor and professor candidates 5-10-20 years in our country, alone with this problem, clogging their ears and making them suffer, causes injustice no matter where they are," he said.
