While establishing economic models in economics, some assumptions and predictions are made. Models are created within the framework of assumptions. In neoclassical economics, which has a voice in today's world, it is envisaged that all economic actors will be rational, that is, rational, as one of these assumptions. This assumption does not work in times of economic crisis and panic and cannot predict human behavior.
 
It is incompatible with reality to think that all individuals will be rational in social events. Because the mediocre of the society, that is, its average, cannot be considered to be very knowledgeable, conscious and predictive. Individuals who make up the society are not homogeneous and generally a “medium decision” level can be mentioned in all societies.
 
Especially in times of chaos or turmoil, it is not easy to see rational behavior even on the basis of individuals, let alone a whole society. Especially if a sense of insecurity and uncertainty prevails in the society, even the simplest situation can trigger a great panic. It would be too optimistic to think that the mass will always act within the framework of reason.
 
Therefore, the so-called public administration cannot consist only of signing or making decisions without thinking about it. The public authority has to take into account who, how and how even the simplest decision can affect. The public authority must be able to have a different attitude than the man on the street, it has to act with a high prediction.
 
The public authority cannot take action by considering all individuals of the society as individuals who have a superior consciousness and always act according to the cause-effect relationship. In public administration, it is essential to act in consideration of the mediocre. Especially in times of panic, when the people can be dragged into chaos with a single spark, public administration has to be extremely solid and clear at every step. It is extremely utopian and unrealistic for society to act at an ideal level of consciousness at such times.
 
The announcement of a curfew in metropolitan cities, which is valid at the end of the week, is inherently correct, but highly erratic in practice. This decision is very correct in terms of preventing possible human movements to places such as parks, gardens and beaches as the weather improves. But to explain this decision a few hours before its entry into force, both very vaguely, has created a chaotic environment. In the previous days, while people were told not to stock up, they could reach the products they wanted every day, communicating such a ban timely, triggered insecurity and uncertainty in people's minds. Of course, as well as those who really need it, there have been unreasonably cold people in markets and grocery stores. However, the strangeness in this matter cannot be attributed to the people who panic and act irrationally.
 
The public authority is obliged to consider all these risks to the finest detail and to refer the society to action accordingly. A simple matter that can be solved with a timely announcement, unfortunately, is the honor of bringing to the point of wasting one month of effort. It is meaningless to declare the people a scapegoat.
 
Even though there is an indispensable inconvenience and lack of planning, those who still say “everyone's food is full of food”, “you don't die in 2 days” etc. did not hesitate to insult the people they are called as the saint nation when it comes to their jobs. This is a huge shame. This has been our human quality for a long time and it is expected to take action and discourse within this framework which is expected from the administrators.
 
The quotes "Mind is to see the end of a work" is not said for nothing. And it is more correct to expect this from the public administration, before expecting rational behavior in this turbulent period from the whole of people in understanding, at a different level of knowledge and consciousness, from the whole. Ultimately, it is the public authority that will guide society in the desired direction.
