The General Staff and the force commandments were linked to the Ministry of National Defense. The 7th Presidential Decree was published in the Official Gazette. The resolutions issued are as follows: "Presidential Decree on the Organization of Relevant Associations, Associated Institutions and Institutions and Other Institutions and Institutions; Presidential Decree on State Supervisory Board; Presidential Decree on the Organization and Duties of the Secretary General of the National Security Council; Presidential Decree on the Defense Industry Presidency; Presidential Decree on the Establishment and Duties of the Supreme Military Council; Presidential Decree on the Procedures and Principles for the Approval of the International Treaties; About the Official Gazette Presidential Decree."

According to the resolution, the following took place: "The Chief of General Staff is the commander of the Armed Forces on behalf of the President. The Chief of General Staff fulfills the functions of the Commander-in-Chief during the war in the name of the President. The Chief of General Staff prepares the principles and priorities of the personnel, intelligence, operations, organization and training services and the main programs in the preparation of the armed forces for the war and submits them to the approval of the Minister of National Defense. The intelligence, operation, organization and training services are implemented through the following organizations: the Land, Sea and Air Forces Command and the Chief of the General Staff. Personnel services are carried out in accordance with special laws and the Presidential Decree."
 
In addition, new paragraphs were added to Article 3 of the Presidential Decree No. 4 published in Official Gazette No. 30474 dated July 10, 2018 and Article 3 of the Presidential Decree on Public Appointment Procedures in Public Institutions and Institutions. According to this, university rectors will be appointed by the President among those who have been professors for at least 3 years.
