After the Minister of Justice Abdulhamit Gül's request for resignation, the former Minister of Justice Bekir Bozdağ was appointed.
Gul's resignation brought the changing ministers to the agenda after Turkey was governed by the Presidential Government System.
With the transition to the Presidential Government System in 2018, there is a constant expectation of a cabinet change in the public opinion, but the cabinet is shaped by resignations rather than changes.

MORE THAN ONE MINISTER EITHER RESIGNED OR DISMISSED
As it will be remembered, due to the statements made by Kanal Istanbul during the tender process, the Minister of Transport and Infrastructure, Mehmet Cahit Turhan, was dismissed and Adil Karaismailoğlu was appointed instead.
The resignation of Treasury and Finance Minister Berat Albayrak on his Instagram account, citing health reasons, has been talked about for a long time.
Albayrak was replaced by Lütfü Elvan. In the partial change made by President Erdoğan in the cabinet, the Ministry of Labor and Social Security was divided into two and Zehra Zümrüt Selçuk was dismissed.
Vedat Bilgin was appointed to the Ministry of Labor and Derya Yanık to the Ministry of Family. Trade Minister Ruhsar Pekcan was dismissed and replaced by Mehmet Muş.
The other minister who asked for his pardon was Ziya Selçuk, the Minister of National Education.
Selçuk resigned on the grounds of "duality" in education, and Mahmut Özer was appointed instead.
Nurettin Nebati took the seat of Lütfü Elvan, who replaced Berat Albayrak as the Ministry of Treasury and Finance.
