Prof. Dr. Fort Fu-Te Liao, Taiwan-based Academia Sinica Law Department Lecturer, emphasized that China did not report to the WHO on time, despite the fact that there was enough evidence in this direction that could threaten international public health, such as Covid-19. Liao said that with this attitude of China, she shared that she could be considered as a violation of the relevant articles of the International Health Regulations and the International Health Regulations.
According to the 75th article of the WHO Constitution, if any dispute to arise in the interpretation and implementation of the Constitution cannot be resolved by mutual negotiation or the Health Assembly, the matter is referred to the International Court of Justice (ICJ).
