In the 3+1 model, which started to be implemented in 2018, while the employees were recruited, those who entered before 2018 became victims of indefinite contracts. While the civil servants are waiting for the problem to be resolved, two different staff practices cause problems among public employees working in the same institution.
With the term contract application, which started to be implemented in some institutions in 2018, those who started to work gained the right to be transferred to the staff as a result of their 3-year work. Periodic and indefinite contractual practices applied in institutions continue to cause many grievances. As a result of these two different practices, no matter how many years a party has worked, no appointment can be made, while the other party can earn the right to work for 3+1 years. With the 3+1 contract working arrangement introduced in 2018, many employees entered the staff, while those who worked before 2018 with indefinite contracts were not appointed.
DIFFERENT APPLICATION ON THE SAME STATUS
While a public employee who is employed before the 3+1 contract becomes valid will work on an indefinite contract, another public employee, who is recruited under the same conditions after this date, work for 3 years and becomes staff member and can have the right to be appointed after 1 year. Very different practices for the same status in the public sector lead to inequalities among employees.
CONTRACTED PEOPLE SHOULD BE TRANSFERRED TO STAFF WITHOUT A SECOND DISCRIMINATION
Making statements to our newspaper on the subject, the Secretary General of the Confederation of Independent Public Employees' Unions (BASK), Mehmet Alper Öğretici, drew attention to the fact that there are many distinctions within the public sector and called for the problem to be resolved. Öğretici said, “While there is a distinction between permanent and contracted employees, there is also a distinction between contracted employees and permanent contracted employees. The main and permanent affairs of the state should be carried out by permanent staff. The distinction between permanent and contractual staff should be removed, and all contracted employees should be recruited. During this period, the contracted employees working indefinitely without the need for a second distinction, those who fill the date should be transferred to the staff without waiting.”
