The process regarding the transition of contracted public employees to the staff continues in the Parliament. Unions, on the other hand, are calling for not experiencing the loss of rights in the regulation. While Memur-Sen Confederation President Ali Yalçın called attention to the differences that will occur with the previous regulation and the grievances that will be experienced, Turkish Education-Sen Union President Talip Geylan pointed out that teachers will be victims with the loss of the right to make excuses applied to teachers.
“RIGHTS SHOULD GO FORWARD, NOT BACK”
Pointing out that contracted employees gain the right to appoint in some cases, Memur-Sen Confederation Chairman Ali Yalçın made a call not to cause grievances in rights with the regulation to be made, and said, “In the current situation, teachers, health personnel and religious officials within the scope of 3+1 are subject to excuses within the framework of certain conditions. The right of appointment is used after the 3rd year. In the arrangement of the contracted staff, the rights should be taken forward, not backwards.”
"REGULATION WILL CAUSE NEW VICTIMIZATIONS"
Drawing attention to the fact that contracted teachers who are appointed to the staff within the law proposal submitted to the Turkish Grand National Assembly (TBMM) will obtain the right to transfer after completing their 4 years of service, Turkish Education-Sen Union Chairman Talip Geylan stated that this situation will lead to new grievances, and said, “According to the current legislation, our teachers who have started their duty. They have the right to be appointed after 3 years of contract and 1 year of permanent employment at the place where they are appointed. However, at the end of the 3rd year, our teachers who are appointed to the staff can use the right to make excuses due to their spouse status. However, with the new regulation to be brought, with the statement that 'they will have the right to transfer from the date of completion of four years of service including the periods spent in the contracted position', it can be done after the completion of 4 years, including the appointment of excuses. The legislator cannot make a regulation that takes back the current rights and gains of the employees! It is to ensure that all our teachers who are appointed to the staff benefit from all the rights of their other permanent colleagues without exception regardless of the time requirement.”
