Election law comes to agenda of Constitutional Commission

The ‘Draft Bill on the Law on the Legislative Elections and Amending Certain Laws’, which introduces new regulations in the election legislation, is expected to be discussed in the Constitutional Commission this week.

The political agenda in the Turkish Grand National Assembly (TBMM) is expected to be active this week. In the General Assembly of the TBMM, which will start working on Tuesday, the bill containing the measures for the protection of consumers will be discussed. In the commissions, it is expected that violence against women, the abolition of the good discount and the planned amendment to the election law will be discussed. The ‘Draft Bill on the Legislative Election Law and Amending Certain Laws’, which introduces new regulations in the election legislation, is expected to be discussed in the Constitutional Commission on Wednesday. In the meantime, weekly group meetings of political parties will be held in the TBMM. 
 

CONSUMER RIGHTS TO BE DISCUSSED 

 
At the General Assembly, which will start its weekly work on Tuesday, March 22, the Bill on Amending the Law on Consumer Protection will be discussed. According to the proposal, it will be mandatory to deliver the prepaid houses to the consumers on the date specified in the contract. This period shall not exceed 48 months from the contract date. In case of early payment of the entire loan debt in consumer loans, the provisions of the right of withdrawal without notice will be applied. In consumer and housing loans, the provision of insurance and other by-products and services that they do not need to consumers as a loan usage condition will be limited. With the regulation, those who do not have real rights on the property subject to timeshare will be prohibited from selling timeshare or timeshare holiday.
 

PRE-PAID TIME HOLIDAY SALES WILL BE PROHIBITED WITH THE OFFER 

 
If the transfer or delivery period exceeds 48 months from the date of the contract in the prepaid housing sale, an administrative fine of 70,000 Turkish Liras (TL) will be applied for each undelivered house. Prepaid timeshare sales will be prohibited with the offer. Those who violate the ban will be sentenced to imprisonment from 3 to 6 years. In disputes with a value of less than 30,000 TL, consumer arbitration committees will be applied. At the Wednesday meeting of the Justice Commission, ‘The Law Proposal on Amending the Turkish Penal Code and Some Laws’ regarding the prevention of violence against women and the personal rights of health employees will be discussed. According to the proposal, if the crime of willful killing is committed against a woman, aggravated life imprisonment will be imposed. The perpetrator's formal attitudes and behaviors during the trial, such as being attentive to his disguise and attire, wearing a suit and tie, will not be taken into account as grounds for discretionary discount. 
 

GOOD CONDUCT DISCOUNT WILL BE DISCUSSED 

 
In the commissions, it is expected that the Law Proposal on the Amendment of the Turkish Penal Code and Some Laws on the prevention of violence against women and the personal rights of healthcare workers will be discussed. According to the proposal, if the crime of willful killing is committed against a woman, aggravated life imprisonment will be imposed. The perpetrator's formal attitudes and behaviors at the trial, such as taking care of his disguise and dress, wearing a suit, and a tie, for the sole purpose of receiving a discount will not be taken into account as grounds for discretionary discount. Actions that qualify as persistent pursuit will be crimes. A lawyer will be appointed free of charge by the bar association to women victims of violence who do not have a representative. 
 

PLATES WILL BE GIVEN TO SOME ADMINISTRATION REPRESENTATIVES 

 
Intentional injury crimes against women and healthcare workers will be included in the catalog crimes of arrest. The sub-committee, established within the scope of the Commission on Equal Opportunities for Women and Men, on the determination of existing problems and the determination of solutions within the scope of increasing women's employment, strengthening and supporting women's entrepreneurship and cooperatives, will listen to the officials of the Ministry of Agriculture and Forestry and the Gender Equality Monitoring Association on Thursday. The Joint Subcommittee on Petition and Human Rights Investigation will meet on Wednesday. At the meeting, plaques will be given to the representatives of some administrations for their positive approach to recommendations and their sensitivity to information and document requests. In the Government Business Enterprises (KİT) Commission, the accounts of Turkey Real Estate Bank Incorporated Company and its subsidiaries on Tuesday, Vakif Bank of Turkey Turkish Corporative (TAO) and its subsidiaries on Wednesday, Turkish Electricity Distribution Corporation (TEDAŞ) on Thursday will be examined. In the meantime, weekly group meetings of political parties will be held in the TBMM.
