Drawing attention to the fact that the revolving fund system has become the most important problem, Durmuş emphasized that a significant part of the health workers cannot receive additional payment on fixed basis and this situation harms the health workers and health service delivery.

Reminding that health workers, who are at the forefront against the Covid-19 pandemic, are paid over the ceiling in certain months to increase their morale and motivation, "However, the revolving fund fee given to the employees was not a fair remuneration. This fee, which was supposed to support health workers throughout the process, caused unrest. The increase in workload due to the epidemic caused the exhaustion of health workers. The fact that healthcare workers are paid less than they deserve has had a negative impact on their entire lives, especially their families," he said.
Stating that the regulation published for primary health care institutions does not bring a new perspective to the solution of problems, "No significant improvement has been made with the Regulation on Supplementary Payments for Primary Health Care Institutions that came into force. So the mountain gave birth to a mouse again! Apparently, the Ministry looks after the health workers with masks, maintains distance, does not touch the water and soap. While the chronic problem based on revolving funds is obvious, going around it and prolonging life with palliative touches is of no use to health workers and health service delivery," he added.
