The search for active human beings, who cease to be someone who follows the instructions given to him, to show his will, continues. This search can be solved by the orientation of "people who do their jobs" to new "civic-up" initiatives that will determine the flow of events. At this point, new tools should be developed to evaluate the common experiences of civil society and entrepreneurship.
 
Specialization and Contribution
 
An existing or newly established non-governmental organization should first clarify its area of ​​expertise and shape the activities it will focus on. Because today's volunteers only have one shot bullets in their areas of interest. Specialization should be of a size that will reduce inequality among people, reduce class differences, and open the door to practices that include inclusiveness and diversity. For example, like a "stationery aid organization" instead of a charity… Like the companies that make their turnover on 11.11 each year, they can meet all their stationery needs on "09.09".
 
In the focus of new studies; The "I have to help others" approach, which has been at the center until now, should be replaced by the consciousness of "I should contribute to the society". For this, today's "techno-investments" should be taken as an example and transferred to civil society. Thus, the development in communication technology can make civil society functional with the skills it has acquired to "transform problems and grievances into information, to bring them to the agenda, to determine the distribution criteria, to develop solution models and to implement them".
 
A participatory civic system
 
Turkey has a peculiar foundations of civilization experience; we can call it civil society. This potential, which is an organization in cities at its center and includes cultural civilization (city and life together), can be evaluated by the method of analyzing the whole society (A. Gramsci). First, a participatory civil-system can be developed that covers the groups (subaltern) dominated by the ruling class. Then, the victimization of the ruling class power (hegemony) can be prevented by practices involving sharing.
 
Civil society; has the responsibility of exploring the extent of the damage and developing model solutions for the repair process! NGOs with a civil-up responsibility should plan more systematic and efficient studies on issues such as preparing for the future, strategy development, and management skills.
