The system has changed. In the essence of change is unification. Through the consolidation, 26 ministries were reduced to 16. We have to be good at coupling. Because the work with the family was evaluated in the same pot. The Ministry of Family and Social Policy and the Ministry of Labor and Social Security were merged into the "Ministry of Labor Social Services and the Family". The "development" issue, which included both economic and social aspects, was also out of the question. Ministry of Science, Industry and Technology and Ministry of Development were merged and named as "Ministry of Industry and Technology".
In the thematic areas besides the family and development, merging was done. Ministry of Customs and Trade and Ministry of Economy were merged and the Ministry of Commerce, Food, Agriculture and Livestock Ministry and Ministry of Forestry and Water Affairs were merged and named as "Ministry of Agriculture and Forestry". The merger took place in the EU, the Ministry of Foreign Affairs and the European Union were merged and the new name became the "Foreign Ministry".
The main mergers lived in the field of economy, while the number of related ministries decreased from 6 to 3, the Undersecretariat of Treasury, under the vice ministerial deputy, went under the roof of the Ministry of Finance in the new structure. Most importantly, the Presidential Government System and the economic administration have entered a new turn with the offices and boards created, as well as the combined ministries.
It seems that; many areas with the new system were combined with "control" logic instead of "development". For effective coordination, only the offices and departments of the ministries related to the economy management were changed, and the Digital Transformation, Finance and Investment offices with the budget, special budget, public legal personality, administrative and financial autonomy were established. Whilst the offices and authorities are explained, how the past experiences will be utilized is left to the managers.
Let's not forget that the system has been renewed and the expectation of our nationality has been renewed. If this expectation is not met, the new system will soon be outdated. The system change goes beyond the "Proceeding of unification", which depends on opening a new page in almost every subject. The creation of the Science, Technology and Innovation Policies Board and the Economic Policy Board, especially in terms of meeting the concerns of the economy, underlines that the new system can not deliver expectations without reading the future trends well.
