At the scale of the concept of political party, it should be noted that since man is a social being, his relations with other human individuals and society have a multifaceted meaning. Due to the necessity to distinguish these relations within themselves, it is necessary to make conceptualizations and field determinations.
 
These conceptualizations and determinations also arise from the nature of human beings that complements their existence and can be defined as need.
 
For example, the expression "man is a thinking animal", expressed as a proverb, refers to man's ability to think (angele), which in turn refers to reason or reasoning. Therefore, what emerges by activating the ability to think is simply called thought.
 
However, since a detailed separation, classification, naming and definition is needed, even necessary, in order to make it more understandable, names such as scientific thought, philosophical thought, metaphysical thought, religious thought, moral thought, literary thought, political and economic thought are made.
 
In general, the more researched, questioned and scrutinized the human being with his ability and power, in short, his mind and deeds, that is, his intellectual and operational existence and dimension, the more it was understood, the more valuable and useful the obtained thing could be. . The combination and sum of all these are defined and expressed with the concept of culture and civilization.
 
Here, in the context of politics and its definition, understanding and comprehension, the word "party", which has been conceptualized in the field of thought and science in the last centuries, has become a symbol of the field of politics. This means that any organization cannot be defined as a "party" per se.
 
Because in order to be called a "party", the social relationship must be legal, economic, moral, intellectual, etc. should be clarified and brought to an acceptable level.
 
Therefore, for example, the aims and activities of “association” (society), “foundation” and similar organizations are not defined as political parties, even if they have political aspects in their own context. Unless an established association or foundation has been established and engaged in activities to study and research the phenomenon of politics.
 
Because, these and similar institutions or organizations are not in a position to assume the "power" authority that the state has entrusted to govern.
 
However, the political party has been defined to take on the authority and responsibility of the state, due to the content of the concept, and its activities must be carried out in this direction.
 
For example, a party that was founded under the name of a political party and assumed the authority and responsibility of governing the state, started to act against its original existence and identity as soon as it began to dictate its own understanding and opinion to individuals and a segment or whole of society by using its power of power.
 
As a matter of fact, although it has decreased until recently, there are "parties" in some countries, such as North Korea, some countries in Africa and Latin America, that come to power through elections and carry out such a practice.
 
However, in these countries, even though the parties in question seem to have established an order and "stability" in society according to their own understanding and desires by relying on the power of power, they are insufficient to meet the basic needs of people and society.
 
Their breakthroughs and achievements in some areas cannot go beyond just a psychological satisfaction. For instance, it cannot hide the deprivation and poverty from a wholesale development, income distribution per capita, social justice, efficiency in the fields of thought, science and art.
 
To put it more clearly, basic human rights and freedoms, which should be observed and realized as universal values, can either find a very limited application area or are ignored in these countries.
 
However, the political party to which the state has entrusted the power, authority and responsibility, within the framework of its own means, understanding and possibilities, rights and freedoms such as the material and spiritual development, education and health, security and justice, the rights and freedoms of belief and thought, the right to work, which are the basic needs of human and society. If, indeed, it has to ensure the realization of freedoms.
 
Otherwise, he may be deemed to have violated, failed to fulfill, and sometimes usurped the powers and responsibilities entrusted to him for a certain period of time. Political powers that have not fulfilled their authority and responsibilities, violated them or misused them knowingly or unintentionally, thus parties, face the problem of social and legal legitimacy.
 
Moreover, it was a question whether to obey or not to such governments and parties in the XV-XVI. It has been discussed for centuries and a certain common view has been formed. Although it has not been emphasized much, it has been tried to examine whether "obedience to the cruel ruler" can be done by some of the Muslim thinkers and in the works of some jurists. It can be said that the problem is still up to date today.
