Saadet Party Konya Deputy and Head of Youth Branches Abdulkadir Karaduman brought the quota shortage of non-commissioned officers to the agenda of the Turkish parliament.

Karaduman, who gave a parliamentary question to the chairman of the parliament to be answered by the Minister of National Defense Hulusi Akar, stated that the right of transition and promotion within the institution should be applied more equitably within the Turkish Armed Forces (TSK).

"IT SHOULD BE APPLIED FAIRLY"

Karaduman stated that the transition between statuses is made every year in the Land Forces Command, and said, “In the transition exams from non-commissioned officer to officer, 300 quotas were allocated for all classes in 2018 and 400 in 2019. In 2020, this quota was reduced to 46 people. While there are experienced and competent petty officers in the Turkish Armed Forces (TSK), thousands of people from civilian sources are made officers after a 6-month course. There is a great inequality between purchases made from civilian sources and purchases made from TSK. Filling an institution like the TSK, which is of vital importance to our country, with purchases from outside instead of its own trained personnel will harm the TSK In addition, the right of in-house transition and promotion, which is found in many institutions, should be applied fairly among TSK personnel. As a matter of fact, hundreds of TSK personnel and our citizens suffer as a result of this situation”.

"WHAT IS THE CAUSE OF EXTERNAL EMPLOY?"

Karaduman posed 5 questions, demanding that the Minister of National Defense Akar to answer them. In the motion of the question, Karaduman said, "What is the reason for reducing the number of quotas for all classes to 46 with a big difference compared to previous years in 2020? While the number of transition from specialist sergeant to non-commissioned officer was 400, the number of transition from non-commissioned to military officer was 46. Is there no contradiction and imbalance here? Will this imbalance not affect our soldiers negatively? With the proposal of the Ministry of National Defense, what is the reason for keeping the quotas at a low level although the law number 7250 on 16.07.2020 and the non-commissioned officers who graduated from 2006-2013 were given the right to take additional exams for the transition to status? Why is it not possible to fill this gap among the noncommissioned officers who are present at a time when the deficit of experienced and competent officers in the Turkish Armed Forces reaches the highest level? What is the reason for outsourcing instead?"
