The legal period of the collective bargaining process between the civil servant and the government expires today.

If the government does not announce any second proposal until tomorrow evening, the process will be finalized by the Arbitration Committee. The government appoints 7 members of the 11-member Arbitration Board, directly or indirectly.
 
Reconciliation seems weak. It is considered certain that it will go to the Arbitration Committee. The negotiation part of the 6th Collective Negotiation process, which started between the civil servants and the government at the beginning of the month, ends today evening.
 
The civil servants did not leave the table to sign the government's two-year raise proposal in the form of 5+6 and 6+6, and demanded a new offer in the continuation of the process. On behalf of the public employer, the government still has not announced a second offer to the public. If no agreement can be reached according to the contract schedule, the process will go to the 'Public Officials Arbitration Board'. Since the possibility of reaching a consensus seems weak, it is considered certain that it will go to the Arbitration Committee.

If there is no consensus, the new process will begin when the matter is brought to the Board of Arbitration. As of Monday, there are 9 days left until the end of the month. In this period of time, the delegation will come together and share with the public the raise rates for 2022 and 2023 and the decisions signed with personal rights.
 
There is a 15-point difference between the raise rates demanded by the government and civil servants. In previous periods, the Board of Arbitrators had increased the rate of increase by one and half points each. This time, the Board of Arbitrators is expected to increase at least one point for each 6-month period, and a maximum of two points for a single term.
 

THE PROBABILITY OF RECONCILIATION LOOKS WEAK

 
If no agreement can be reached according to the contract schedule, the process will go to the "Public Officials Arbitration Board". Since the possibility of reaching a consensus seems weak, it is considered certain that it will go to the Arbitration Committee. While the 6th Collective Negotiation process was continuing this year, the issue had gone to the arbitration committee twice in the previous collective negotiation processes. The decision of the Board of Arbitration is considered valid as it is final. In the previous two periods, the decisions made by the board were not accepted by the civil servants and they were not signed.
 

THE COMMITTEE HAS 11 MEMBERS

 
The Public Servants Arbitration Board is shaped according to the Law No. 4688 on Public Servants' Unions and Collective Bargaining. According to the law, there are also substitute members in the Board of Arbitration, which consists of 11 members in total. The chairman and 4 members of the 11-member board are determined by the government. The government also selects proposals from among academics as members of the board. The remaining members are sent to the delegation by the confederations. According to the composition of the Arbitration Board, the number of members of the government side is higher in terms of the number of members.
