President of the Court of Cassation Mehmet Akarca met with Ankara representatives of media organizations at the annual evaluation meeting. Akarca, who made important statements at the meeting attended by our newspaper's Ankara Representative, Mustafa Yılmaz, also announced a study to the public for the first time.
“ARTIFICIAL INTELLIGENCE ASSISTED CENTER IS COMING”
Akarca stated that the job of those who seek precedent among judicial decisions becomes more difficult and stated that they are carrying out a new study. Akarca announced that the idea of the Artificial Intelligence Jurisprudence Center was born by making use of computer-based artificial intelligence support. Akarca said, “The system that recognizes the user will allow him to find the decision he is looking for in a short time and easily. The Artificial Intelligence-supported Supreme Court Jurisprudence Center will be operational in June at the latest, and this system has been largely designed in accordance with the Reasoned Decision Writing Guide. While searching for a decision at the Supreme Court of Appeals Center, indexing and querying will also be possible according to the main headings in the guide.
“COURT OF CASSATION TALKS WITH THE REASONABLE DECISIONS"
Akarca stated that the most effective tool of the Court of Cassation is its reasoned decisions in terms of ensuring the unity of jurisprudence and said, “The Supreme Court speaks with its reasoned decisions. Reason for the courts of appeal; provides legal security and predictability, prevents unnecessary lawsuits or legal remedies, protects and increases the public's trust in the judiciary. Consistent and consistently reasoned decisions strengthen equality before the law and unity of jurisprudence by providing concrete and detailed guidance on how to resolve disputes. As a result, quality reasoned decision is quality justice.”
“THE NUMBERS OF FILES ARE DECREASING”
Akarca stated that as of December 31, 2022, there were 64,126 pending files in the Court of Cassation's legal offices and the General Assembly of Laws, 293,233 pending files in the penal offices and the General Assembly of the Criminal, and 62,928 pending files in the Chief Public Prosecutor's Office, at the end of 2022. He stated that the number of files was 420,287. Finally, Akarca said that there has been a serious decrease in the number of files with the activation of the regional courts of appeal.
