It is understood that such a partnership structure was used in order to show the legal transfer of Boron Sugar Factory. Although the majority shareholding in Bor Şeker is in Doğuş Food, the company is in control of DSL Construction.
 
According to the Trade Registry Gazette, Bor Sugar Factory is established on 13 September 2018. Bor Sugar Factory is also transferred to this company last Thursday. The partnership structure of the company and the privileged share distribution document the operation of the Bor Sugar Factory. Bor Sugar Factory is established with the partnership of Doğuş Food and DSL Construction. 51 percent of this company is owned by Doğuş Gıda and 49 percent by DSL Construction. However, Bor Sugar Factory, which has taken over the Boron Sugar Factory, has a privileged A group share, owned by DSL. In other words, despite the fact that Doğuş Food has a share of 51%, the company does not have any say in the company.
 
The Privatization Administration and Doğuş Food kept information about the company from which the factory was transferred. The Privatization Administration, which normally announced the transfer of mills, did not put any information on the transfer of the Bor Sugar Factory. According to this scandal document, Bor Sugar Factory was transferred to the company under the control of a company that does not enter into the privatization tender. While Doğuş Food's profits from this fraudulent sale were unknown and saved 4 million liras the temporary collateral.
 
According to the tender specifications, sugar factories cannot be transferred to a company that is not under the control of the buyer company. This illegal period must be canceled as soon as possible. It is not known what kind of action will be taken regarding Ahmet Aksu, the President of the Privatization Administration, who looks after such fraudulent sales. Fraudulent sales in the first privatization tenders have been living together in Turkey. Bor Sugar Factory was transferred to the company under the control of a firm which is not involved in the privatization tender.
