We see that civil society takes the initiative when politics are insufficient and insensitive in the face of negativities all over the world. This manifests itself both as a reaction to politics and as a direction for politics. As a matter of fact, one of the most important elements of democratic society structure is non-governmental organizations. In our country, the basic expectation is that non-governmental organizations act in accordance with their purpose.
 
In order to understand civil society, first of all, it is necessary to explain the concept of civil. There is a pre-emptive framework of meanings of civilian, official, that is, staying out of the political. At the same time, civic refers to the area outside the domination of the church in the development process of the west. Also, civicism, as İsmet Özel (writer) has stated, means producing a remedy based on a society's own values. While İsmet Özel accepts adaptation to the dominant system as "official", he sees being able to take care of himself as "civil". The common point of these three approaches is that the society creates an initiative area that can protect itself against the dominant power, express and position itself outside the dominant power and create a living space.
 
Civil society is formed when the field of initiative is organized on a social basis. Civil society tries to carry out its mission in three stages. The first stage is the stage of opening a living space for themselves against the existing sovereign will. The second stage is the stage of expanding the freedom of individuals against the domination and inclusiveness of the nation state. The third stage is the stage in which individuals intervene in the functioning of the political will. In other words, the first stage is the stage of existence, the second stage is the undertaking of the mission, and the third stage is the stage of struggling for its mission. We cannot say that civil society actually exists unless these three happen together.
 
The reason for mentioning these issues is whether the civil society in our country has the characteristics we mentioned above. The simplest way to understand this lies in the ability of organizations that express themselves as NGOs to speak to the decisions of the political will. Since the power of today's power is in the hands of the masses who consider themselves conservative, we should first question the NGOs that are accepted as Islamic. For example, can these NGOs take a stand against the erroneous decisions of politics and fight against them today? Or is their mission to justify the decisions of the political power and to face the reaction that may arise from their inadequate and insensitive attitude?
 
Since last week, we see that the Zionist oppressors have increased their reactions against the state terror against the Palestinian people, led by NGOs in our country. Of course, NGOs here know that it is not only their duty to act. Because if they can do these actions in front of the Masjid al-Aqsa, it will have a meaning. However, if action is to be taken from other geographies, the addressee of these actions must be the political power that maintains its operational silence. If NGOs do not wage a struggle by drawing attention to this indifference of the political power, then the main purpose is to prevent the intensified feelings of the masses from being discharged on the political power.
 
So we are not saying that the actions taken here are unnecessary. We just try to express that the content and addressee of the actions carried out by NGOs were chosen incorrectly. We are trying to explain that this does not serve the main purpose. Unfortunately, this approach of NGOs destroys the power of the civil society to take initiative and instead gives shoulder to the manipulating power of the political power.
