Every community needs an organization so that they can live together in trust and harmony. This organization needs a management process to ensure its continuity. The determination of today's administrations is mainly done by election. In addition, countries where managers are determined outside of elections are seen as an exceptional situation. Leaving aside the debate to what extent the elections reflect the views of the people in real terms, it is accepted that the manager is determined by election, for better or worse, in today's political understanding.
 
What the politicians who aspire to government should do is to ensure success in the election. The basic concept for this is persuasion. Convincing the public seems to be the basic condition for politicians to have government. But we cannot explain the ideal determination of managers by persuasion alone. Because persuasion is the result. The main thing is that the real expectations of the people are met with the issues revealed in the persuasion process. Unfortunately, today we see that this balance is not fully achieved.
 
So, how is the process of persuading the people carried out in today's elections?
 
If there is a selection process under ordinary conditions, what needs to be done is to present the better as a promise. This is the path to be followed by both the current administration and those who aspire to the administration. While the current administration refers to the ordinary situation by bringing the time and place of worse conditions to the agenda, those who aspire to the administration refer to the time and place where better conditions prevail. After all, both promises have a chance to come to the fore for the better.
 
If elections are held in a conjuncture where extraordinary conditions prevail, the primary expectation of the people is to reach the ordinary. In such an environment, it is necessary to evaluate the persuasion of the people from the perspective of both the current administration and those who aspire to the administration.
 
Since those who are currently in administration will be considered personally responsible for the extraordinary condition, there are two methods to be followed in order to convince the public. First of all, a defense will be presented to the perceptions that there is no extraordinary negative situation in the environment. This is aimed at reminding the worse by digging into the past or voicing worse scenarios for the future.
 
While accepting the extraordinary situation, there is an effort to show the circumstances that created this situation outside of their area of ​​responsibility. This is where fiction comes into play. The current administration must tell a story to persuade the people. Expressions such as foreign powers, seven heirs, and the war of economic liberation are part of this fiction. In this way, the acceptance of the state of emergency as a transitional period depends on the successful transmission of this story. On the other hand, those who aspire to the government should have promises to eliminate extraordinary conditions in order to convince the people. When he can determine these promises on a realistic basis and carry them to his administration, it will coincide with the preferences of the people. However, if he condemns the persuasion process to the language of enmity, he will destroy his chance to cope with extraordinary conditions in his administration. He can gain the power to manage by taking advantage of the emotional intensity of extraordinary conditions, but his destination will not be different from the previous one because he did not set out with a realistic road map.
