Every person gets the right to live by stepping into the world. In order for a person to live, it is necessary to meet his basic needs such as food, drink, shelter and clothing. This necessity is the responsibility of each individual living in a community. But people have left this responsibility to the state, which is the political organization, as a result of living as a community. In fact, the state's nature of being a state stems from its assuming this responsibility.
 
When we look at the historical adventure of the state, we see that the ultimate goal is human. It is the institutionalization of the people's will to live as a community that makes the state exist. In other words, we can say that the state consists of the consent of the people who have this will. In today's world, where the individual gains importance, the absolute priority of the state is human.
 
The main purpose of the state, from the most authoritarian state understandings to the individual-centered state understandings, is to ensure social harmony. While some try to do this by narrowing the freedoms, others try to do it by expanding them. In any case, the purpose of the state must be crowned with the existence of human beings. Because states are aware that they can only survive in this way.
 
Then we can start the subject with an explanation like this. The state has the quality of being a state to the extent that it gives people confidence. People consent to the authority of the state as a result of the protection of their lives, property, rights and freedoms. Being able to live in a community in safety is possible with the existence of the state, whether it is felt by people or not.
 
The existence of the state is not palpable for a person whose routine is not disturbed. In fact, the situation that makes people feel the presence of the state is going out of routine. If there is a negative action against a person's life, property or labor, the person expects the state to protect him. If a damage has occurred, it requests that it be repaired. Only in this way can the existence of the state be embodied outside the routine.
 
If we go back to our title now, "Where is this state?" The question is actually a call that emerged by going out of the routine. When a person encounters an extraordinary situation, he wants to see the state that can give him confidence. This is the most natural and justified expectation of a person. The greatest necessity of the state for man is in difficult times and moments of desperation. Therefore, the existence of the state is questioned in every disaster, event or crisis.
 
When we look at what happened in the earthquake, is there any truth in the question "where is the state" or does it have a political purpose? This question provides an opportunity to think for those who run the state and those who aspire to govern so that the state mind can function well. It is natural for people who experienced the earthquake to look for the state in those difficult times when they were helpless.
 
If the state could not come to the aid of a person whose spouse, child, mother, father, sibling or any of his relatives were under the rubble in that first moment of helplessness, different meanings should not be attributed to those people's reproach "where is the state".
 
Because for a person who lost a relative in the despair of not being able to intervene at the first moment and knew that he was alive, the arrival of the state an hour later, a day or a few days later will not change anything.
 
That's why those who run the state and those who aspire to govern need to keep their ability to empathize. It is only possible with this empathy ability that victimization and abuse can be separated from being a partner in pain and abuse.
