Turkey has been discussing the Central Bank (MB) for months or even a few years. The central bank is always at the center of interest, exchange, and inflation discussions. The existence of the Ministry of Treasury and Finance has been completely pushed into the background. The ministry didn't even make a proper, clear-cut statement. After President Recep Tayyip Erdoğan's meeting with the Central Bank of the Republic of Turkey, an atmosphere was created as if the economy was completely placed under the responsibility of the Central Bank, with the decision to dismiss the vice-presidents and subsequently reduce the interest rates. It was as if a scapegoat was being sought and MB closed the gap. However, aside from the right or wrong of its decisions, the fact that the MB economy management took steps according to the results of its decisions was never taken into consideration. Why did we need this introduction? Because the current Presidential Government System has narrowed the initiative areas of the ministries as much as possible. Therefore, the Ministry of Treasury and Finance does not feel the need to enter the ball. Unfortunately, this situation has begun to affect foreign policy and other fields as well. Foreign policy is one of the areas that a country will not use as a tool for domestic politics and should protect it. Recently, both in the "Osman Kavala Case", 10 countries' ambassadors made a joint statement under the leadership of the United States Ambassador, and in the process of Turkey being included in the "Gray List" by the Financial Action Task Force (FATF) on issues such as black money and terrorist financing. Instead of acting with institutional wisdom and eliminating these salvos, the high-pitched statements of the Minister of Internal Affairs containing inward message concerns were brought forward to the public. It is still a mistake to use foreign policy as a domestic material. The Ministry of Foreign Affairs is unable to make the necessary warnings regarding its area of ​​responsibility. He can't put forward a stance like "Wait a minute, I'm responsible for this". Those who need to be careful do not see any harm in making explanations that magnify the problem, not the solution. A strategic mind and method cannot be used to eliminate the harm to the country of this wrong decision and explanation. An understanding in which daily statements and individual reactions are decisive rather than diplomacy is highlighted.

Here, I would like to call out to the sensible power officials and their supporters. This system can no longer be sustained as it is. There should be an urgent transition to a roadmap that will build the corporate mind. The focus should be on the content of the systems, not the name. Separation of powers, balance-control, transparency and accountability should be determined as main principles.
 
As a result, foreign policy must be carried out with institutional mind. We are losing ground gradually and we see that the problems are constantly increasing. This situation may lead to sudden developments such as a hot war after a while. What will prevent this is the execution of foreign policy on the right ground. The basic need of foreign policy is to use the experience we have inherited in this region correctly and to be the one who influences and determines, not the one who is affected. Otherwise, we will not be able to protect our national security, regional peace, or contribute to world peace.
