Nation Alliance completes the earthquake report

The Nation Alliance completed its work for the earthquake victims with the Earthquake Report it prepared after the Kahramanmaraş-centered earthquakes.

In the report, it was stated that the only residence of the citizens whose houses were destroyed or severely or moderately damaged in the earthquake will be built by the state free of charge, and it was pointed out that modern type houses, barns and corrals and caregiver homes will be given free of charge to the farmers whose houses were destroyed.
 
Nation Alliance increased its activities after the earthquake that affected 11 provinces centered in Kahramanmaraş. The Earthquake Commission, which includes representatives of the Nation Alliance parties, prepared the Nation Alliance Earthquake Report by meeting with earthquake experts, academics and authorities in the field, especially the investigations in the earthquake area. 
 
The Earthquake Report, which consists of 32 pages and 58 items, includes articles aimed at solving the problems of earthquake victims.
 

HOUSES DESTROYED IN THE EARTHQUAKE WILL BE BUILT FREE OF CHARGE

 
In the report, it was stated that the only residence of the citizens whose houses were destroyed or severely or moderately damaged in the earthquake will be built by the state free of charge, and it was pointed out that modern type houses, barns and corrals and caregiver homes will be given free of charge to the farmers whose houses were destroyed. In the report, which includes important articles about the earthquake victims, it was stated that rent assistance will be provided to the tenants for two years until their permanent residence is delivered to those whose houses were destroyed in the earthquake.
 

THE GOVERNMENT WILL BUILD HOUSES

 
In the report, which includes studies on many areas and titles, it was stated that the state can also provide housing for earthquake victims who do not have a house to live in. In addition, clearing a certain part of the credit card and consumer loan debts of the earthquake victims who have no solvency, providing long-term financing support to beneficiaries with suitable conditions for the structures that are technically determined to be strengthened in the earthquake region, tenders for housing, workplace and infrastructure to be built due to the earthquake and similar works are transparent. The parties forming the Nation Alliance prepared a 58-article joint law proposal, which foresees long-term, comprehensive and concrete solutions to heal the wounds of the Kahramanmaraş earthquake. With the proposal, the only house of the citizens whose houses were destroyed or severely and moderately damaged will be built by the state free of charge, rent assistance will be provided to the earthquake victims, and some of the credit card and consumer loan debts of the earthquake victims who cannot afford to pay will be deleted.

AKP DOES NOT PROVIDE A PERMANENT SOLUTION

 
The rationale for the proposal included the following evaluations:
 
"The cost of the earthquake is expected to be in the range of 100-150 billion dollars. Instead of bringing comprehensive and permanent solutions, as in every field, the AKP government has chosen to make arrangements that are open to abuse and to save the day for our citizens who suffered heavy losses in the earthquake. It is not possible to heal wounds with insufficient and incomplete arrangements. It would be appropriate to make arrangements to facilitate the lives of our citizens who complain about not being able to see the state next to them after the earthquake. After the earthquake, this law proposal was prepared in order to take some measures regarding economic life. This comprehensive proposal offers new, long-term, comprehensive and concrete solutions for the exit from the earthquake disaster in the light of the promises and the shared spirit of the Nation Alliance in the "Common Policies Memorandum of Understanding" announced on January 30, 2023. Beyond the principles and promises in our Memorandum of Understanding, it introduces new spending measures in the public sector."
 

EARTHQUAKE REGION WILL BE STRONGLY RENEWED

 
Bid; Arrangements are recommended to heal the wounds of the Kahramanmaraş-centered earthquakes and to strengthen the region, to make the whole of Turkey earthquake resistant, especially in our regions and provinces with high earthquake risk.
 
"Our proposal will be able to relieve our citizens in terms of income, production, social rights, investment, employment, tax, utility bills, rental assistance, retrofit support, property and vehicle acquisition, through a transition period where they will not have financial worries. It includes a new strong support package to aggravate criminal sanctions in order to prevent unfair price practices in the region, to compensate for losses in agriculture and livestock, to sustain investments in the region and to make the region a 'center of attraction', to increase employment and to prevent migration. In addition to the new duties to be given to the ministries in order to meet the basic needs of our earthquake survivor families without any problems, it provides a new support, including higher education level, to ensure that our children and young people do not break away from education life. The proposal introduces special arrangements for the conservation sites for the protection of historical and cultural assets in the earthquake zone, and includes new financial supports for the protection of historical heritage. The proposal contains regulations to ensure that the tenders made due to the earthquake are carried out in a transparent manner."
 
The earthquake also significantly damaged the infrastructure of our cities in the region. Municipalities in the region need to make new infrastructure investments. A large part of the share of the metropolitans from the budget depends on the taxes collected from that metropolitan city. It is inevitable that the earthquake will negatively affect the tax revenue collection in these provinces. It is possible that this year's budget share of some metropolitan municipalities in the region will remain below the 2022 share despite inflation. In order to prevent this decrease, the proposal includes a regulation stating that the share of metropolitan municipalities in tax revenue collection, limited to the earthquake zone, cannot be less than 150 percent of the previous year, considering that inflation may be at the level of 50 percent. Considering that the loan demands for the infrastructure projects of the municipalities in the region will increase, it is proposed to increase the capital of Iller Bank so that it will be fully covered by the treasury.
 

AN OFFER CONSISTING OF 58 ARTICLES

 
Some of the regulations to be made with the bill consisting of 58 articles in total are as follows:
 
- The only residence of citizens whose houses were destroyed or severely and moderately damaged in the earthquake will be built by the state free of charge.
 
- Farmers whose houses have been demolished will be given free of charge modern type houses, barns and pens and caretaker's houses.
 
- Rental assistance will be provided to the tenants for a period of two years until their permanent residence is delivered to those whose houses were destroyed in the earthquake.
 
- The state will also be able to build housing for earthquake victims who do not have a house to live in.
 
- Long-term financial support will be provided to beneficiaries for structures that are technically determined to be strengthened in the earthquake zone.
 
- Tenders for housing, workplace, infrastructure and similar works to be built due to the earthquake will be made transparently, and their realization will be announced to the public at regular intervals.
 
- Water and telephone debts of those whose houses and/or workplaces are or will be demolished will be erased.
 
- A certain part of the credit card and consumer loan debts of the earthquake victims who have lost their jobs and income will be deleted.
 
- Agricultural input support, including diesel oil, will be provided for a certain period of time in order to revive agricultural production in the region, and agricultural loan debts of farmers to Ziraat Bank and agricultural credit cooperatives will be erased.
 
- Long-term financing support will be provided from public banks for new investments to small businesses and tradesmen.
 
- Higher education students whose residences are in the earthquake zone will be given scholarships and free accommodation.
 
- Some of the debts of citizens in the earthquake zone to the public and public institutions will be erased, some will be postponed, and tax exemptions will be introduced.
 
- Agricultural lands belonging to the Treasury will be rented free of charge to those whose agricultural land has become unusable due to the earthquake.
 
- For babies in the earthquake zone, their families will be provided with formula, milk and diaper support until they are one year old.
 
- The first house to be purchased by those whose houses were destroyed in the earthquake will be exempted from fees and VAT.
 
- The debts of the municipalities in the earthquake zone to Iller Bank will be canceled, and the capital of Iller Bank will be increased to 90 billion liras in order to meet the increasing loan demand of the municipalities due to the earthquake.
 
- All kinds of prosthesis and healing tools will be provided free of charge to those injured or disabled in the earthquake.
 
- The insured or participants who are disabled due to earthquakes and the beneficiaries of the deceased insured or participants will be paid monthly by the SGK, without seeking a premium or deduction period.
 
- Unemployment allowance will be given to the tradesmen who became unemployed because the workplace was destroyed.
 
- In case of scrapping the vehicles that have been severely damaged in the earthquake and become unusable, their owners will be given the right to purchase the same type of vehicle without SCT.
