While serious destructions were experienced in 10 provinces after the Kahramanmaraş-centered earthquakes, the eyes were turned to the inspection of the building after the earthquake. Nazmi Şahin, President of the Association of Building Inspection and Earthquake Engineers, who made a statement to our newspaper about building inspection, warned about buildings exposed to earthquakes and building inspection.
Reminding the regulations made regarding the earthquake regulations after the Kahramanmaraş-centered earthquakes, Şahin pointed out the changes made in the earthquake regulation from the past to the present in his evaluation of the buildings that were destroyed or damaged in the earthquake region, and stated that the majority of the destroyed buildings were buildings built before 1999.
“ALL ROLES SHOULD BE CLEAR, AND SANCTIONS MUST BE CLEAR FOR EVERYONE”
Pointing out that it would be beneficial to make some arrangements in the building inspection system, Şahin stated that it is important to make the building inspection system integrated with the entire construction system and working together.
"Here, it is important to clearly define the roles of the owner, contractor, site manager, foreman and workers, building inspection organizations, relevant administrations, that the whole system works under the same conditions, and that the sanctions are clear to everyone. In addition to this, classical parcels and all areas that allow adjoining order in the zoning plans, the number of floors of the buildings according to the ground, the basement floors, the commercial offices added to the ground floors, the mezzanines should be re-evaluated, the closed protrusions that will disrupt the building frame system, the plans that allow the design of the cantilever that are too large should be reflected in the texture of the city. should be reviewed accordingly. While determining the fees of the building inspections, whose duty is to ensure the safety of life and property, taking into account that it consists of maximum 8 competent engineers, architects, office and vehicle conditions, taking into account that it works on behalf of the public, and most importantly, with the understanding that this task is done for the protection of both human health and national wealth. It should be determined in such a way that it is not less than the real estate agents who do not have an institutional and a qualification requirement. Site supervisors should also testify on the chips in the samples we have taken to the concrete laboratories. Technical personnel partnership should be mandatory in construction companies," he said.
“LAND OWNERS MUST MEET WITH INSPECTION AUDIT ON WORK”
Stating that it is important to apply strict rules to urban transformations, Şahin emphasized that it is necessary to prevent people from taking their own initiative.
Şahin also called on the citizens.
"Our state should apply its sanction power without compromising with support packages. It is of vital importance that our citizens, through their managers, have the buildings they live in, especially the carrier systems checked by experts. Land owners should meet with the building inspections at the beginning of the work, and should be in contact and organized with these companies, which inspect the contractor on their behalf, until the end of the work," he added.
“SEISMIC ISOLATORS MUST BE ATTRACTIVE”
Underlining that construction technologies are as important as construction methods in redesigning the earthquake zone, Şahin reminded that the use of seismic isolators in our country gives successful results.
"The use of seismic isolators and various seismic dampers in all kinds of buildings requires an R&D study, and the chain to be established for the production, installation, maintenance and repair of these products is of great importance. Here, in cooperation with the construction sector, university, industry sector and relevant ministries, seismic isolators and other earthquake dampening tools to be selected in accordance with the characteristics of the structures can be used. It should be aimed to reduce the costs of seismic isolators and make them attractive and widespread. In this period when nano technologies entered our lives, we should consider new construction technologies in the context of sustainability and ecological and carry out R&D studies for this. With the climate change agenda, we should re-examine building materials such as concrete and cement," he stated.
