After the Kahramanmaraş-centered earthquakes, the earthquakes in Hatay and Malatya destroyed thousands of buildings in 10 provinces, and hundreds of buildings became unusable after being heavily damaged. The government states that new buildings will be built in a short time to replace the demolished buildings. City and regional planner Nihat Yıldız, who stated that the regulations regarding the buildings to be built are also important, made statements regarding the buildings to be built.
Stating that it is more important with which plan and project to be built in buildings to be reconstructed rather than the completion time, Yıldız drew attention to the regulation published in the Official Gazette regarding the constructions in the earthquake zone.
"While we are planning, we first make the necessary maps and make geological studies. We get the opinion of 25 institutions and shape the planning accordingly, but with the latest change in the Official Gazette, it was said that the planning would be done without taking into account the suspension times and the opinions of the institutions. It was said that planning will be made according to the preliminary projects. A planning made by operating these processes in a healthy way will be more accurate," he said.
“GEOLOGICAL AND GEOTECHNICAL SURVEY SHOULD BE DONE AND PLANS TO BE DECIDED ACCORDINGLY”
Stating that it is important to carry out some scanning and studies, especially on the floors of the buildings to be built, Yıldız stated that it is necessary to organize the projects according to the results of the study.
"In order to measure the soil resistance of the new buildings to be built, especially in terms of soil, geological and geotechnical studies based on the zoning plan should be made here. According to the results, floor heights should be determined according to the resistance of the land and what kind of improvement and improvements will be made to the land before the construction. The subject of where it will be built is not the bogey parcels, the parcels where the destroyed buildings are located. If healthy ground improvement is made in these areas, there is no harm in re-building these parcels," he added.
“SEISMIC ISOLATORS SHOULD BE USED IN PUBLIC BUILDINGS”
Pointing out that the floor height should be determined in the buildings to be built, Yıldız stated that it is important to take precautions against earthquakes that may occur again.
"Here, especially in public buildings, it is expected to be healthier and more robust so that these areas can be gathering areas in any case. For this purpose, if hospitals, indoor sports halls, mosques, schools, buildings served by the municipality are built with a seismic isolator system, these places will remain more robust in the earthquake and these can be assembly areas in later cases. With this system, we can use the structures more healthily," he stated.
“WE CANNOT BUILD A CITY ONLY BY BUILDING HOUSES”
Stating that the Housing Development Administration made a tender for the buildings to be rebuilt, Yıldız stated that it is not possible to urbanize only by building houses.
"A city is not just about the need for shelter. Health facility areas, education facility areas, social cultural facilities and mosque areas should also be built here. Their relationships with each other should also be planned. As transportation, not only vehicles but also bicycles and pedestrians should be foreseen. These equipments need to be connected to each other while planning. Without these in the city, we cannot create a city just by building houses. Topography must be taken into account in sloping areas. Paths that are parallel to the slope, not perpendicular, should be built. Houses with facades from these roads should be designed," he said.
