President Recep Tayyip Erdoğan issued a circular regarding the preparations for the 2023-2025 Investment Program. In the circular, it is said, “Within the scope of saving measures, no new projects will be included in the Investment Program for 2023, except in obligatory cases.”
 

THE FOLLOWING EXPRESSIONS ARE INCLUDED IN THE CIRCULAR: “QUALIFIED INFRASTRUCTURE INVESTMENTS WILL HAVE PRIORITY” 

 
Public investment priorities will be determined to support the innovative and productive investments of the private sector and trade; Qualified infrastructure investments that improve the business, production, investment and living environment will be given priority. 
 

“NO NEW PROJECTS WILL BE INCLUDED IN THE INVESTMENT PROGRAM FOR 2023 EXCEPT IN COMPULSARY CIRCUMSTANCES” 

 
In project-based appropriation proposals and allocations, priority will be given to the ongoing priority projects that can be completed as soon as possible. Within the scope of saving measures, no new projects will be included in the 2023 Investment Program except in compulsary cases. 
 

“PROJECTS THAT DO NOT DIRECTLY SERVE THE ADDED VALUE IN THE ECONOMY WILL NOT BE OFFERED”

 
Necessary maintenance and repairs will be given importance in order to utilize current the public fixed capital stock at maximum capacity and projects that do not directly serve the urgent needs of our citizens and the increase in added value in the economy will not be offered.
