The consensus text of the ‘Strengthened Parliamentary System’ study, on which six political parties have been working for months, was announced to the public at the historical summit in the capital Ankara, with the participation of the chairpersons. In the program organized with the theme of ‘For Tomorrow's Turkey’, the 48-pages ‘Strengthened Parliamentary System’ consensus text was signed by Felicity (Saadet) Party Chairman Temel Karamollaoğlu, Republican People’s Party (CHP) Chairman Kemal Kılıçdaroğlu, Good (İyi) Party Chairwoman Meral Akşener, Democracy and Progress (Deva) Party Chairman Ali Babacan, Future (Gelecek) Party Chairman Ahmet Davutoğlu and Democrat Party (DP) Chairman Gültekin Uysal. While the first cornerstone of tomorrow's Turkey is laid with the consensus text, the articles shared at the summit are of critical importance for our country.
A NEW SYSTEM PROMISED
While important items came to the fore in the ‘Strengthened Parliamentary System’ consensus text, which was announced to the nation at a historical summit at the Bilkent Hotel, especially the items related to the administration and the judiciary revealed the signs of the new process. At the summit, where signatures were signed for a new beginning, there were signs of the construction of a new system that would not allow for democracy problems and tutelage practices caused by past practices.
ELECTION THRESHOLD WILL BE REDUCED TO 3 PERCENT
In the text of the consensus, in which many articles stand out, it is envisaged that the election threshold, which has become almost gangrenous, will be lowered. In order to increase the power of representation in the parliament, to ensure justice in representation and pluralistic democracy, the 10 percent threshold, which was the product of September 12, will be reduced to 3 percent. On the other hand, in order to ensure fair competition conditions between political parties, each political party that receives 1 percent of the vote will be able to benefit from the Treasury aid.
ORAL INTERVIEW APPLICATION WILL BE TERMINATED
One of the most important articles of the Strengthened Parliamentary System will be an end to the oral interview practice that young people complain about. In cases where the oral interview is obligatory, the questions to be asked will be determined by drawing lots, and the exams and interviews will be recorded. On the other hand, Council of Higher Education (YÖK) will be abolished, and an inter-universities board will be established in its place, whose powers are limited to the task of coordination. Rectors will be elected by the votes of faculty members.
INDEPENDENCE OF THE JUDICIARY WILL BE PROVIDED
In the Strengthened Parliamentary System, many arrangements will be made to ensure the independence of the judiciary. The Council of Judges and Prosecutors will be abolished, and two separate boards will be established, namely the Council of Judges and the Council of Prosecutors. The multi-bar application, which has caused the defense to be divided into two, will be removed. At least three-quarters of the members of the Constitutional Court, who are constantly being discussed with their diplomas, will be required to be lawyers. The constitutional provision that judges are subordinate to the Ministry of Justice in terms of their administrative duties will be abolished, and the political stick on the judiciary will be removed. In addition, arrangements will be made for the immediate implementation of the jurisprudence of the Constitutional Court (AYM) and the European Court of Human Rights (AİHM) by the courts.
THE PRESIDENT WILL BE ELECTED FOR ONE TERM AND 7 YEARS
On the other hand, another important article of consensus text, is about the election of the president. In order to separate the terms of office of the President and the Parliament, the term of office of the President is foreseen to be 7 years. If there is a person to be elected President for only one term, the political party membership of him-her will be dismissed. The President will not be able to return to active duty after his-her term of office ends. In addition, in the Strengthened Parliamentary System, the President or the Council of Ministers will not have the authority to declare a state of emergency alone.
