After 20 days of negotiation between the government and civil servants' unions, there was no consensus and the Arbitration Committee for Public Officials came to the stage of application. 
 
The Ministry of Family, Labor and Social Services held a major scandal by ignoring the agreed items in the minutes of the dispute. 
 
Memur-Sen, then prepared a new report sent to the Ground Jury. It is wondered which minutes the arbitral tribunal will take as a basis.
 
The 5th Term Collective Bargaining Agreement between the government and civil servants' unions started on 1 August and ended on 20 August. 
 
The Public Employer Delegation did not give the officer a raise of 4 + 4 percent for 2020 and a raise of more than 3 + 3 percent for 2021. 
 
Collective bargaining to negotiate the salaries of civil servants to negotiate the hike rates could not be reached because the Public Employer Delegation's 11 service branches turned out to ignore the proposals agreed on the table.
 
When there was no reconciliation, the President of the Public Employer Committee, Minister of Family, Labor and Social Services Zehra Zümrüt Selçuk stated that they signed the dispute report and sent it to the Ground Jury. 
 
The government signed the dispute report and signed a scandal. Although many issues were reached as a result of the negotiations, the Public Employer Delegation did not add these articles to the minutes of the dispute. Although the delegation of trade unions wanted the agreed materials to be recorded in the minutes, the public employer delegation did not approach it.
