While the work on the transfer of contracted employees to the staff was continuing, a call came from the President of Turkey-Public-Sen Union, Önder Kahveci, to recruit all contracted employees. Kahveci stated that the employees should have a system where they can work in a manner worthy of human dignity and live together with their family, adding, “The public personnel system should be transformed into a structure that provides all employees with rights such as job security, appointment, change of institution, family unity, promotion in duty,” he said.

Pointing out that the distinction between the personnel doing the same jobs is against the principles of justice and equality, Kahveci reminded that the existing distinction is not only permanent, contracted, “Even the contracted personnel are indefinite in themselves, subject to 4/B, subject to 5393, subject to 3+1, subject to the IHS, those who have passed from 4/C to 4/B, midwives, nurses, imams, honorary, non-public health workers are subject to discrimination, It is not possible to ensure the effectiveness in public services, stability in the personnel system and justice in working life,” he added.

“UNSAFE WORKING MODELS MUST BE REMOVED FROM THE SYSTEM”

Emphasizing that the discrimination among public employees will only end with the right to cadre, Kahveci stated that the cadre to be given to the contracted personnel is a necessity and said, “There is only one way to ensure stability and justice in the public personnel system; it is to end the multi-headed structure and to recruit all unsecured contracted personnel. Public employees deserve a fair, equitable, secure and permanent working life together with their families, not to be divided by letters and numbers. There should not be a single public servant who worries about his future and works deprived of basic rights such as appointment, promotion and family unity, and unsecured working models should be removed from the public employment system.”
