Pointing out that the personnel who are subject to the Auxiliary Services Class working in the public sector work with many problems, Önder Kahveci, Chairman of the Turkish Kamu-Sen Union, pointed out that the civil servants are employed in accordance with the provisions of the law numbered 657, and emphasized that these employees are exposed to serious discrimination against other personnel despite the law.
Referring to the discrimination experienced by the personnel working in the Auxiliary Services Class, Kahveci pointed out that these personnel cannot benefit from many rights, and said, “The personnel working in the Auxiliary Services Class cannot benefit from the right of additional indicators. Regardless of the education level of the personnel included in the Auxiliary Services Class, there are no vacancies for this class in the upper grades since article 67 of the Law No. 657 foresees an increase in degrees depending on the staff status, it is not possible for them to be promoted to degrees equivalent to their educational status. These personnel are excluded from the provisions of the regulation related to the Appointment of Civil Servants by Relocation, therefore there are great uncertainties and problems regarding relocation, families are broken up, and auxiliary servants are treated as stepchildren.”
“WE DEMAND THE TRANSFER OF AUXILIARY SERVICES CLASS TO GENERAL ADMINISTRATIVE SERVICES CLASS”
Stating that the personnel in the Auxiliary Services Class faced difficulties in financial terms as well as the rights they were deprived of, Kahveci underlined that it was necessary to regulate these personnel in accordance with the principle of equality, and said, “This situation, which is already in practice, should be brought to a legal basis, it is necessary to have a legal basis in working life. In order to eliminate this legal discrimination, the personnel included in the Auxiliary Services Class should be transferred to the General Administrative Services Class for one time only. There is no auxiliary in public service. There should be no auxiliary services class either, all auxiliary workers should be transferred to the General Administrative Services Class. The one we carried to the collective bargaining table and the one of the issues that we declared as our red line was the transfer of 110,000 colleagues working in the auxiliary service class to the general administrative services class. We insist on this demand.”
