After the May 28 elections, in which Turkey went to the polls for the second time to elect the president for the first time in its political history, the government continues to work on formulas that will revise the Presidential Government System.
After President Erdogan's pre-election revision announcement, the staff working on the formulas are planning to reduce the 50+1 requirement to 40.
In order to achieve this, a referendum is planned if 360 deputies are reached, while changes are made with 400 deputies in the Parliament.
The Presidential Government System, which was brought with the promise to carry Turkey forward, became in need of revision after a short period of 5 years.
Speaking in a broadcast he attended before the elections, President Erdoğan gave the message “We will restore” the system.
Acting on this message, the government staff are working on stretching the 50+1 condition for being elected president.
40+1 FORMULA IS ON TABLE
While discussing the formulas for stretching the condition, it is agreed that the most appropriate formula is 40+1.
In the elections to be held, the candidate who passes 40+1 in the first round will be elected. If two candidates pass 40+1, then the candidates will advance to the second round.
While it will be easier to win the elections in the first round thanks to this formula, it wants to prevent the election economy, which the government applies to reach the 50+1 condition, from causing a heavy bill to the Treasury and to prevent the parties with low voting rates from coming together.
AK PARTY HAS TO CONVINCE MHP
The former AK Party staff, who criticized the one-party presidential system of the AK Party and MHP before the elections, had a polemic encounter with MHP Chairman Devlet Bahçeli.
While it is seen that the MHP, which sees 50+1 as one of the indispensable elements of the Presidential Government System, does not favor this formula, the lawyers of the two parties may come together and start negotiations on the revision in the coming days.
Alliance members who want to come together on a common point will bring the law to the Parliament if the amendment is agreed upon.
THE OPPOSITION IS NEEDED IN THE ASSEMBLY FOR THE REVISION
Apart from convincing the alliance partner MHP for system change, the approval of 360 to 400 deputies in the parliament is required.
According to the General Elections held on May 14, although the People's Alliance lost 24 deputies with 4 percent of the votes, they had 323 deputies and achieved the majority in the Assembly.
In the Constitution, parties that want to make system changes need 360 deputies for a referendum and 400 deputies for a system change within the parliament. In this picture, it is seen that the People's Alliance needs opposition for system change.
THE NEW CONSTITUTION WILL COME TO THE FORE AGAIN
On the other hand, work continues for the AK Party's new constitution target. While the AK Party, which is working for a civilian constitution in the new period, cannot reach a numerical majority with its alliance partners, President Erdogan wants to pass the new constitution by reaching the number of referendums in the parliament. In this context, he needs to meet with opposition parties in the new legislative period.
