The decree signed by Putin, which contains the foundations of state policy for the protection and strengthening of traditional spiritual and moral values, was published on the Russian State Legal Information Portal.

According to the decree, it was emphasized that the traditional values that make it possible to preserve and strengthen the sovereignty of Russia, ensure the unity of the multinational and diverse country, are the basis of Russian society.

In the decree, which stated that Christianity, Islam, Judaism and Buddhism are an integral part of Russian history and spiritual heritage, it was stated that Russian traditional values are threatened by the activities of extremist and terrorist organizations, certain mass media, the USA and other unfriendly foreign states.

It has been noted that the media and public authorities will be used as tools to protect, strengthen and disseminate traditional values. In the decree, “non-traditional sexual relations” were classified within the system of ideas and values destructive for Russian society. It was also pointed out that the encouragement of these perverse homosexual relationships would destroy the traditional family structure.
