After the cabinet meeting, President Recep Tayyip Erdoğan announced that contracted public employees will be recruited with the 3+1 system.

The regulation regarding the transition of contracted employees to the staff, which has been expected for years, was announced by President Recep Tayyip Erdoğan after the cabinet meeting the other day. With the regulation, those who work on contracts for 3 years and as candidate civil servants for 1 year will gain the right to cadre. However, the 1-year candidate civil service part in the regulation caused new question marks in the minds of the employees. 
 

THOSE WHO STARTED WORK AFTER 2013 ARE IGNORED 

 
In the regulation announced by President Recep Tayyip Erdoğan, it was stated that the condition of working under contract for 3 years and working as a candidate civil servant for 1 year will be sought. However, the lack of information about the recruits after the staffing arrangement made in 2013 caused new question marks. The new regulation paved the way for discussions on whether a contracted civil servant who started to work on a contract basis in 2014 will be able to transfer directly to the staff after 8 years of work or whether he will continue to work as a candidate civil servant. 
 

“THE SUBJECT IS TRIED TO RESOLVE IN A WAY THAT IS FAR FROM THE STAFF IMPLEMENTATION” 

 
Turkey-Kamu-Sen Union Chairman Önder Kahveci, who issued a statement after the development, pointed out that the details of the prepared legislation change were not fully shared with the public, and that despite the positive efforts, the 3+1 system was tried to be made permanent. Pointing out that it is understood that the recruitment process in the public sector will continue with the 3+1 system, Kahveci stated that some areas are out of scope within the scope of the regulation, and said, “Although the details of the legislation change that has been prepared have not been fully disclosed to the public, it is understood that some contracted personnel will be out of scope. It is also seen in the statement that public personnel recruitment will continue to be made on the basis of 3+1 contracted status. According to this, contracted personnel who have completed 3 years will be transferred to the status of candidate civil servant and will work for 1 more year without family unity and job security. Hence, it is understood from here that It is aimed to solve the issue of transferring the personnel to the staff completely, away from the staff application.” 
 

“REGULATION SHOULD BE REVISED IN THE PARLIAMENT” 

 
Pointing out that all precarious contracted personnel should be recruited without exception and unconditionally, Kahveci underlined that the work done did not fully meet the expectations, and said, “As we always say, our struggle is to recruit all precarious personnel without exception and condition. Although it provides solutions to the problems of 227 thousand personnel working on indefinite contracts in the public sector, this study does not fully meet our demands due to both the excluded personnel and the fact that it makes the 3+1 system permanent. Under these circumstances, it would be appropriate to revise this work during the Parliamentary process and to make an arrangement that will unconditionally transfer all personnel to the staff directly. Our struggle will continue with determination so that it is based on a single permanent employment model in a distant way from the division of the public personnel system by letters and numbers.”
 

CANDIDATE CIVIL SERVANTS DISCUSSION IN THE NEW REGULATION 

 
While approximately 9 years have passed since the last contracted employees were recruited, 227 thousand contracted employees who were excluded from the scope and could not get a position during the transition to the staff in 2013 could be transferred directly to the staff, while public employees who started on a contract basis after the staff arrangement in 2013 and worked on a contract basis for about 8 years under normal conditions. Although they met the +1 year working requirement, the lack of a clear statement on whether they would be included in the 1-year candidate civil service caused controversy.
