Yalçın stated that the employees' busy work has started and that the post-election process should be evaluated well. Yalçın stated that working life, especially in public institutions and organizations, has started working hours.
"The work that has started for employees should also start to solve the problems in working life, and the next 4-year period without elections should be evaluated well. Although the common agenda for everyone is 'decreasing inflation, increasing purchasing power'; The issues that are awaiting urgent solution by public officials, which we achieved at the Collective Bargaining table, but which caused problems in their implementation and were rejected by the Public Employer at the table, should be resolved," Yalçın said.
"DECISIONS MADE IN COLLECTIVE AGREEMENTS SHOULD BE IMPLEMENTED"
Referring to the problems of the employees, Yalçın pointed out that the problems accumulated.
"In addition to the Additional Indicator regulation that we stipulated in the 6th term Collective Agreement and covers 5.3 million public servants as of July 2022; The '3600 Additional Indicators to the first degree' regulation, heralded by our President Recep Tayyip Erdoğan and recorded in the 7th term Collective Agreement, should be implemented without delay and without delay, by working with the authorized Confederation Memur-Sen. 3600 Additional Indicator will play an important role in eliminating the grievances between pension and duty pension and in realizing the expectations. The necessary steps for the amendment of the Public Servants' Unions and Collective Agreement Law No. 4688, which we stipulated in the 7th term Collective Agreement, should be continued," Yalçın added.
"DIFFICULT CONDITIONS MUST BE OBSERVED IN THE EARTHQUAKE AREA"
Drawing attention to the earthquakes that affected 11 provinces last year, Yalçın also emphasized the problems of public employees working in the region.
"In our Report, we listed the problems and solution suggestions of our public officials, who made great efforts and made great efforts to provide complete public service during the reconstruction and revival of the region after the February 6 Earthquakes. The difficult conditions in the region should be seen, and the expectations of public officials in the earthquake zone should be met," Yalçın stated.
"POLICIES SHOULD BE DETERMINED ON THE BASIS OF JUSTICE IN INCOME DISTRIBUTION"
Stating that regulations regarding wage policies should be made as soon as possible, Yalçın drew attention to the suffering of low-income and fixed-income people.
"The public personnel system, which has taken its current form with regulations made outside the collective bargaining table and has deficiencies in terms of wage balance, distortions in terms of retirement and flaws in terms of employment style, should be updated and its incompatibilities should be eliminated. Tightening policies carried out on the fiscal and monetary policy side should not only suppress labor, workers and fixed income earners, but policies should be determined based on justice in income distribution and equity in sharing. High inflation; It should be seen that fixed income does not only consist of income-demand-expenditure reasons, and it should be known that inflation will not be suppressed by reducing purchasing power, generating social costs, and increasing income inequality. Policies by carefully sifting through; It should be determined based on the distribution among individuals, justice in taxes and equity in income distribution, as well as the return to finance," Yalçın added.
"PURCHASES SHOULD BE MADE THAT MEET THE ENTIRE NEED"
Pointing out that steps should be taken regarding personnel employment, Yalçın emphasized the recruitment to be made in the public sector.
"Based on the fact that quality public service can be provided by employing sufficient personnel; Personnel employment should be ensured by taking into account the increasing population, migration, urbanization and other factors. Especially teacher employment; In the public sector, purchases should be made to meet all needs, not just the number of retired people, but instead of employment policies that hide the need with palliative methods," Yalçın said.
