Saadet Party Hatay Deputy Necmettin Çalışkan submitted a parliamentary question to be answered by Vice President Cevdet Yılmaz, to whom the Presidency of Religious Affairs is affiliated.
In the proposal, it was pointed out that honorary Quran course instructors receive wages below the minimum wage for their services, their sick and leave days are deducted from their wages, their insurance premiums are paid for 8-9 days per month, and they do not have the right to annual leave.
In the parliamentary question, it was stated that the honorary Quran course instructors, who cannot benefit from unemployment benefits because they appear to be actually working, are not accepted as Religious Affairs personnel even though they serve in mufti offices affiliated with the Presidency of Religious Affairs, and the grievances of these personnel in terms of their personal rights were brought to the agenda.
“WHAT IS THE LEGAL BASIS FOR THE APPLICATION OF MISSING RIGHTS?”
In his parliamentary question, Çalışkan drew attention to the grievances of the employees and asked the following questions:
Subject to which law are honorary Quran course instructors appointed?
What is the legal basis for the implementation of low salaries, missing insurance premiums and other deficiencies in personal rights, despite the relevant personnel providing public service?
Why were the appointments made by the Presidency of Religious Affairs and ministries in 2022 not considered a precedent for honorary Quran course instructors and the relevant personnel were excluded from the staff appointments?
Is there any work carried out by the Presidency of Religious Affairs regarding the appointment of honorary (temporary) Quran course instructors, who have important duties and responsibilities in teaching the Quran, and the improvement of their personal rights and bringing them to an equitable level?
