It is determined that the law on civil servants, which was announced as a reform in 2008, is against the civil servants in retirement.

There will be a great decrease in the pensions of employees who started their civil service after 2008. Due to the Law No. 5510 introduced in 2008, there will be a distinction between old and new civil servants in pensions, and a gap will be opened between salaries. With the Law No. 5510, which entered into force in October 2008, all employees were gathered under one roof, while 4/1-c status was envisaged for civil servants. For those who continued their civil service before the law came into force, they continued to be subject to the State Retirement Fund Law. However, those who became civil servants after October 2008 were subject to the new law No. 5510. 
 

NEW CIVIL SERVANT TO WORK FOR MORE THAN 10 YEARS TO MAKE OVER LOSS 

 
The biggest difference between these two different laws is in the rates of pensions. While calculating the Pension Fund's pension is based on the highest status of the employee, in Law No. 5510, the premiums deposited during the period of employment are calculated, not the status. Pension Fund pension calculation is made over 50 percent + service year, In Law No. 5510, the years of service are multiplied by 2 percent. Thus, while a civil servant who has served for 30 years is paid 80 percent of pension, 60 percent is paid to a new civil servant who has served for 30 years. 
 

THERE WILL BE A LOSS OF 20 PERCENT OF REVENUES 

 
With this law, which was described as a reform at the time it was enacted, two civil servants doing the same job and receiving the same salary will be divided into two as old and new civil servants before the Law only because of the date of employment, and when they retire, they will receive two separate pensions with a difference of at least 20 percent.
 

DEPUTIES HAVE PROTECTED THEMSELVES 

 
For those who became mayors for the first time in the 2009, 2014 and 2019 in local elections, like civil servants who took office after 2008, a gap will be opened between the pensions of the previous mayors. The first to realize this situation and protect themselves were the parliamentarians. Those who became deputies for the first time with the 2011 elections by using the advantage of being involved in the legislature, they prevented the loss of income by fixing their pensions.
