Bosnia and Herzegovina report from Center for International Observation and Strategic Studies (UGSAM), which carries out studies within the Anatolian Youth Association (AGD). In the report prepared by Meryem Sezgin within the body of UGSAM, it was underlined that the complex ethnic and social structure in Bosnia and Herzegovina has caused great problems since the past, and it was emphasized that the discourses of Serbian nationalists, in particular, have brought the country to face the possibility of division.

In the report, after the Serbs reacted to the law on the Srebrenica Massacre in Bosnia and Herzegovina, which made denial of the massacre and glorifying the perpetrators of the massacre a crime, Serbian leader Milorad Dodik threatened the Serbian Parliament to establish its own army, border police, judiciary and tax administration by the end of November. He declared that adherence to other high representation laws could not be sustained. The report noted that the Serbs still did not take a step back. It was stated that Bosnia and Herzegovina is waiting for a difficult process in 2022 due to these developments. It was noted that in this situation, the possibility of the division of the country increased with this move of the Serbs, it could lead to an increase in the existing tension with the Croats, the other race in the country. 
 

BOSNIA AND HERZEGOVINA FACING TWO FUNDAMENTAL PROBLEMS 

 
While it was noted in the report that the country faced two major problems, it was stated that one of the problems was that the election system implemented by the Federation of Bosnia and Herzegovina caused a serious problem between the Bosnians and the third important race in the country, the Croats. While everyone can vote for a candidate of any race, in the electoral system, it was noted that because the Bosniak population is more than the Croatian population and the Bosniak votes were effective in the election of the Croatian candidates, the Croats reacted and brought the demand for the establishment of their own electoral districts to the agenda. The second of the problems mentioned in the report, is noted that the Serbian member of the Council of Presidency, Milorad Dodik broke away from the central government and the threat of secession from Bosnia and Herzegovina emerged.
