Despite the fact that the government of REFAH-YOL has established an equal budget and pool system, it increases workers, civil servants, military personel and retirees at a high rate; universities(rectors), trade unions (the gang of five), the press, non-governmental organiztions and politicians, together with the hand, apparently supported the military’s postmodern coup attempt.
Prime Minister Dr. Necmettin Erbakan met with the leaders of the political parties to declare that the decisions taken at the National Security Council meeting were anti-democratic and illegal but could not get any conclusions. Again, he wanted to argue here by bringing the decisions to the Parliament, despite the support of the government partner Tansu Çiller, Mustafa Kalemli the spokesperson of the Parliament prevented it by saying: “The interlocutor of the NSC decisions is the government. I certainly would not make them discussed in the Parliament.”
The decisions taken by the National Security Council on 28 February 1997 were sent to the Council of Ministers for review on 5 March 1997 by Prime Minister Necmettin Erbakan by being signed merely the part of statement. Erbakan wanted to extend the process not signing the decisions but for the reason that the Council of the NSC couldn’t meet for two months, the decisions of the NSC could not be discussed here. After Mustafa Kalemli's objection to the discussion of the matter in Parliament, the subject has lost its value.
Justice Minister of that term Sevket Kazan mentions that Erbakan Hodja after the NSC meeting said that the decisions taken here were threatening democracy and to declare this under the roof of Parliament by planning to meet with the leaders of the political parties he had visited Mesut Yilmaz, Deniz Baykal and Bulent Ecevit on 1 March; had said: it is necessary to act together but the politicians do not show sufficient reaction to it and this made soldiers more encouraged.
In the February 28 process, we see the anti-democratic attitude of President Suleyman Demirel, opponent leaders Bulent Ecevit, Mesut Yilmaz and Deniz Baykal. We learn from the newspapers of that term that in the February 28 process, the reaction reports were presented to Suleyman Demirel by the Turkish National Intelligence (MIT) and the General Staff and one of these briefings was held on 17 January 1997 at the General Staff Headquarters under the topic of “Reactional Activities”. From the letters Suleyman Demirel wrote to Necmettin Erbakan it is understandable that he tried to make pressure to make him challenge with reactions. In the February 28 process, not only the President Suleyman but also the aother opponent party leaders showed anti-democratic attitude and couldn’t be brave enough to stand against the coup. While ANAP General Chairman Mesut Yilmaz said in his statement that “Turkey is on the way to a caos. We are ready to make a power troop” , Husameetin Cindoruk said “RP will change the scheme with a weapon” and DSP leader Bulent Ecevit said: “Follow or pull way”. CHP General Chairman joined to “the woman walk against sharia” in Ankara. Again Deniz Baykal by supporting the saying by General Staff II. Chairman Cevik Bir “we have balanced the democracy” said that “In psychology: it is called for spirit of Freudyen. In this case the person is attached to the word which the person has a complex on it. Recently, Erbakan has an obsession of adjustment”.(It will continue).
