Date: May 11, 2011. In the Committee of Ministers of the Council of Europe meeting in Istanbul, the full name "the Council of Europe Convention on the prevention and combating violence against women and domestic violence, was opened for signature by the 60th Government of the Justice and Development Party. Since the agreement was made in Istanbul, it became known as the Istanbul Convention. Because of Foreign Affairs Ministers sign the agreement on behalf of their countries, Turkish Foreign Minister Ahmet Davutoglu signed the convention on behalf of Turkey. 
 
The Istanbul Convention was submitted to the Turkish Grand National Assembly (TBMM) for approval after it was opened for signature. On March 14, 2012, the AKP, CHP, MHP and the BDP unanimously approved with 246 votes in the Assembly.
 
Thus, Turkey the first country that has opened the convention to signatures and became the first country approved the convention; As if the Turkey was the top country in violence against women... The Convention entered into force on August 1, 2014.
 
After Turkey the first signed the contract countries; "Austria, Germany, Greece, Iceland, Montenegro, Portugal, Finland, France, Spain, Sweden, Slovakia and Luxembourg."
 
When looking at the contracts signed by the Council of Europe countries, such as Turkey signed the unconditional and approving are few countries. It is seen that 47 member states of the European Council that have signed the agreement, 34 of it have signed and ratified the agreement and 11 have made reservations to the agreement. The United Kingdom, Ukraine, the Czech Republic, Bulgaria, Moldova, Hungary, Armenia, Latvia, Liechtenstein, Lithuania and Slovakia have signed the contract, but have not ratified it.
 
Armenia, Czech Republic, Denmark, Finland, France, Georgia, Ireland, Iceland, Italy, Iceland, Italy, Cyprus, Latvia, Macedonia, Malta, Poland, Romania, Spain, Sweden, Switzerland, Serbia, Slovenia and Greece made reservations. Austria, Finland, the Netherlands, Sweden, Switzerland, Norway objected to some of the articles of the convention. Croatia, Spain, Latvia, Lithuania, Latvia and Poland attached annotation to the convention.
 
The United States, Japan, Canada, Mexico and the Vatican have not signed the treaty with Russia and Azerbaijan as observers.
 
Turkey, is the first country to sign and ratify the convention as it is a sacred text. Turky did not make any reservation, comment or appeal. The countries that make reservations to the convention make reservations about their religious, cultural and social structures and issues such as gender, sexual orientation and the life of partner (living together without marriage), as much as the Vatican, as much as the Vatican, of the signatory government and the approving power-opposition bloc, it is grave that the observer country does not have as much religious and cultural concern as Russia and the United States; as if there is no objection articles in the contract...
