Staffing of contracted civil servants postponed to 2022

During the collective bargaining process, which was followed with great expectation by over 500,000 contracted civil servants, there was no news of the staffing. The process regarding contracted civil servants was pushed to 2022 with the collective agreement communiqué.

The collective negotiation process between the civil servant and the government came to an end with the agreement. Aside from the increase in the inflation value, the happy news that hundreds of thousands of contracted officers have been waiting for is only hope. The staffing problem of 520 thousand contracted civil servants, which has been on the agenda from time to time since 2013 and whose numbers are increasing, could not be resolved at this collective bargaining table either. In the 6th collective agreement communiqué, it was stated that there would be work on the contracted workers. According to the information published in the Official Gazette and in Article 52, it was stated that "The work on re-determining the status of the contracted personnel by taking the opinion of public institutions and organizations and making arrangements in the contracted personnel legislation will be completed in 2022 with the contribution and participation of the authorized confederation".
 

FIRST MEETING IN SPRING

 
The fact that the issue of cadre for contracted personnel, which became the only demand of all unions, especially the authorized confederation, in all service branches, was included in the contract report with an article, caused hundreds of thousands of personnel to leave their hopes for the future. Postponing the issue of staffing for contracted workers and the issue of increasing the additional indicator to 3600 until 2022 has thus revealed the first expectation about what kind of attitude will be taken towards the solution of the problem. According to the collective agreement article, it is stated that a joint working group will be established by the Ministry of Labor and Social Security and authorized trade unions in 2022 and this working group will discuss the demands regarding the process within the year. While it is a mystery when the working group will be established, the expectation is that it will hold its first meeting in the spring.
 

IT IS UNKNOWN IF FULL STAFF OR ANY OTHER STATUS

 
The decision to declare that a principled attitude of 3+1 was adopted in the words of Vedat Bilgin, Minister of Labor and Social Security during the contracting process, is evaluated in the direction that the contracted personnel status will continue in the future, but a basic status will be revealed for the existing contracted personnel. It is not known for now what the unions will say to a solution proposal in the form of 3+1, but it is a known fact that they were against all contracted statuses in the past. It has also been interpreted as an investment of the political power towards elections, leaving the work on personnel rights and appointment, promotion status to be finalized with the staff until next year for the current contracted employees.
