More than 500 requests were included in the proposal package, which consisted of 122 main items. The most important items that came to the fore were the increase in civil servant salaries and the demand for positions of 4/B and 4/C employees. In the offer package prepared by the officer, he requested a 21 percent increase for 2020 and a 17 percent increase for 2023, making a total of 38 percent demand. The civil servants, who wanted a 3 percent share in the welfare share for the first year and 3 percent in the second year, were also asked to raise 600 TL in order to compensate for the salary and wage losses arising from the 5th Term Collective Agreement.

THE PROMISE OF ADDITIONAL INDICATOR WILL BE REQUESTED TO KEEP

The proposal package also included a request for 3600 Additional Indicators, which the government promised but has yet to take action. The civil servant side, who wanted public officials to benefit from the 3600 Additional Indicator without distinction of class, staff and title, demanded that the promises made be kept. Among the demands, the demand that interested a large part of public officials was the demand for staff. The civil servant side, who wanted the 4/B's and 4/C's, whose numbers exceeded hundreds of thousands, to be recruited in the public sector, demanded that no other form of employment other than permanent employment be applied in the public sector and that job security be protected.
