The news of the Milli Gazete about the lack of control in the farmer's unions and cooperatives in the agricultural sector for years finally got a response in the state.

State supervision is coming to all producers and breeding unions, especially Agricultural Credit Cooperatives, PANKOBIRLIK, agricultural sales cooperatives. As the period of arbitrariness ends, especially in the subsidiaries of farmer organizations with a turnover of billions, where there is great abuse, corruption and giveaway, these gigantic subsidiaries will also be subject to "state control".

CAUSED RESOURCES MAD MANAGEMENT

The inclusion of farmer organizations and their subsidiaries by expanding the jurisdiction of the State Inspection Board also revealed the inadequacies of the Ministry of Agriculture and Forestry and the Ministry of Commerce, which are responsible for the supervision of cooperatives, unions and affiliates. Although the Agricultural Credit Cooperatives, which are vital for Turkish agriculture, provided a great monetary cycle together with the Central Union and its affiliates, the fact that they were not subject to an effective control paved the way for corruption and giveaway, and caused the farmer's resources to be mismanaged.
 

OLD DECISIONS ARE REVIEWED

 
With the publication of the Presidential decision on the expansion of the duty area of ​​the State Supervisory Board in the Official Gazette, a flurry began in cooperatives, unions and affiliates, and many unions and cooperatives have already begun to review all their decisions regarding the past in order not to give a deficit in a possible examination. On the other hand, it is noteworthy that there is great uneasiness in some large cooperatives and unions.
 
The unlawful general manager could very easily cover up many irregularities, shaibes, donations and corporate losses uncovered by the Milli Gazete in the Agricultural Credit Cooperatives. With the introduction of the State Supervisory Board, things will no longer be as easy as before.
 
By amending the Presidential Decree on the State Supervisory Board, the scope of the institutions that the board will audit was expanded. According to this, publicly beneficial associations, foundations, cooperatives, unions and all kinds of partnerships and affiliates of these institutions and organizations will also be within the scope of the decree of the State Supervisory Board. The State Supervisory Board will carry out all kinds of administrative, investigation, inspection, examination and research in publicly beneficial associations, foundations, cooperatives, unions and all kinds of partnerships and affiliates of these institutions and organizations.
 
Although the unions, cooperatives and producer unions established on behalf of the farmers in the field apparently had an inspection mechanism both in their own internal structures and by the relevant ministries, this inspection mechanism was not independent and caused the inspections to be questioned due to the lack of will. For example, although the unions established for improvement and producers' unions were directly subject to the control of the Ministry of Agriculture and Forestry, the control authority of the ministry here was generally used as a pressure factor rather than preventing system malfunctions and abuses.

In terms of showing the intention of the Ministry of Agriculture and Forestry to use its control authority over the unions, the examination made by sending an inspector to the Central Union of Cattle Breeders of Turkey last year is a good example. Although the Ministry sent an inspector to examine the 1.5 million liras used by the Central Union Board of Directors as an advance from the union's coffers, the report prepared by the inspectors was not processed and this report was used as a pressure factor against the members of the board of directors that the ministry did not want.

The fact that the inspector appointed to the Central Union by the ministry receives an extra salary without doing any duty also reveals what the Ministry of Agriculture and Forestry understands about auditing.
