Speaking to the press in the Swiss city of Nyon, Theodoridis said Germany and Turkey were the only countries that submitted their bids, adding it would be "a tough decision to make".
On March 2, Turkish Football Federation (TFF) head Yildirim Demiroren handed over Turkey’s application to host the event to Theodoridis.
The 17-member UEFA executive committee selects hosts for the international tournament.
Nordic countries, including Norway, Sweden, Denmark and Finland had earlier confirmed their bids to host the tournament, but they did not succeed.
Turkey has never hosted the UEFA's biggest European national tournament, while Germany did the honours in the 1988 European Championship.
West Germany hosted the 1974 FIFA World Cup and 2006 World Cup was held in reunited Germany.
