The Ministry of Agriculture and Forestry is shaken with a major law scandal. Agricultural Credit Cooperatives, which came to the agenda with expensive fertilizer and high interest to the farmer, are now shaking with a big law scandal. According to the human resources regulation, which is governed by a special law numbered 1581 and prepared based on this law, those who are entitled to receive an old-age pension cannot be employed in Agricultural Credit Cooperatives. However, despite the fact that General Manager Fahrettin Poyraz is a deputy retired, it turned out that Agricultural Credit Cooperatives were appointed to this position in violation of the human resources regulation. In the general meeting held in 2019 to cover the appointment against General Directorate Poyraz against the legislation, it came to the day when it removed the pension requirement related to itself by making a personal change in the human resources regulation.
 
Agricultural Credit Cooperatives have been established with a special law numbered 1581 and carry out their activities within this scope. Human resources regulation is also prepared according to this law. The human resources regulation is approved by the Agricultural Credit Cooperative Board of Directors and gains a legal validity with the approval of the farmer partners in the general assembly and the approval of the General Assembly of the Ministry of Agriculture and Forestry.
 

PROVISION OPEN IN 2015 REGULATION

 
According to the eighth paragraph of the 6th article of the human resources regulation of 2015, which regulates the heading “Recruitment, Announcement and Application”, it is said that “those who are entitled to retirement or pension from private pension institutions or social security institutions cannot be employed as permanent staff”. However, it was revealed that Fahrettin Poyraz was appointed as the general manager in December 2017, although he is a retired deputy.
