According to Herzl, "We must put Cyprus in order. Muslims leave Cyprus, Greeks sell their lands. Palestine is too small for Jews, so we need to provide a place close to Palestine. Cyprus should be included in Palestine," he said.

Various methods have been tried to increase the Jewish population in Cyprus over time. At the end of the 19th century, 33 Jewish families were settled in Cyprus at the request of the British government.
As a result of the settlement of these families on the island, 3 colonies were established, and the most comprehensive plan on Cyprus was made in 1939. Accordingly, this plan, named "A Solution to the Jewish Question", was presented to British Prime Minister Neville Chamberlain by Jewish leaders on March 11, 1939.
According to this plan, the Greek population in Cyprus would be evacuated and settled in Thessaloniki. This plan, which envisaged the transfer of Jews from Thessaloniki to Cyprus, was expected to be financed by the wealthy Jewish people.
